1) Communications Group Receives Awards from California Association of
Public Information Officials (CAPIO)
CAPIO is a State association of over 700+ government-based communication members
including: cities, counties, State, transportation authorities, school districts, police, fire, toll
authorities, water and wastewater agencies. Of the highly-competitive CAPIO Annual
Excellence in Communications Awards, Central San won for the following awards:
• 2020 CAPIO Excellence Public Information and Communications (EPIC),
Award — Large Population - Newsletter or Magazine
Central San's Pipeline Customer Newsletter
• 2020 CAPIO Excellence Public Information and Communications (EPIC),

2) Deputy General Manager Ann Sasaki Retiring August 17, 2020
After five years of exceptional service to Central San, I am sad to announce that Deputy
General Manager Ann Sasaki has retired effective August 17, 2020. During her tenure,
the District has positively transformed into a world-class organization thanks in large part
to her effort. Ms. Sasaki has been a courageous leader who brought political savvy and
expertise to a very complex operation. Central San has enjoyed many accomplishments
over the last five years. Ms. Sasaki's influence, both directly and indirectly, has played a
vital role in many of them:
• The Collection System Operations Division has been optimized, with sewer
service spills at record lows

• The Plant Operations Division has achieved 22 consecutive years of 100%
permit compliance from the National Association of Clean Water Agencies
• A Cost of Service Study was completed which has informed Central San's
sewer service rates
• Central San's Strategic Planning effort has been transformed and formalized,
leading to measurable results
• Optimizations and innovations have been encouraged, celebrated and
implemented across all divisions
Ms. Sasaki's leadership style has allowed those under her supervision to excel with their
talents and expand their horizons, which has boosted morale. Her political savvy,
intellect, charm, expertise, and calm demeanor will be sorely missed. We wish to thank
Ms. Sasaki for her commitment and dedication. While her time at Central San was too
brief, we warmly wish her all the best in the years ahead.
3) Temporary Hiring Back of Retired Employee to Provide Support During
Implementation of Enterprise Resource Planning (ERP) System
The Information Technology Division will hire back retiree Pam McMillan effective
August 24, 2020 to assist temporarily with backup support for the ongoing Oracle ERP
project on an as-needed basis. Ms. McMillan is a former Central San Senior Buyer who
retired in March 2019; therefore, no Board action is required to waive the 180-day waiting
period to employ a retiree. This temporary hire is for a period not to exceed one year to
augment staff through the remainder of the ERP implementation phase and provide
additional support as staff continues to learn the new system and improve upon how the
new Oracle ERP system is utilized. It is anticipated that Ms. McMillan's services will be
utilized on a part-time/as-needed basis.
Ms. McMillan has 13 years' experience with procurement projects and has unique
knowledge of the complexity of our procurement and contracting processes. Hiring a
temporary employee to help with the workload in the context of the ERP implementation
is needed and very cost effective compared to hiring outside consulting services. There is
no anticipated incremental cost to the Operations and Maintenance project budget given
staff time being charged to the ERP capital budget.
Pursuant to Section 7522.56 of the California Government Code and Board Policy No.
BP 003 — Hiring of District Retirees, a Central San retiree may be hired if he or she
possesses a skill set needed to perform specialized work of a limited duration subject to
the following conditions:
• The retiree cannot work more than 960 hours per fiscal year.
• The retiree's hourly rate of pay cannot be less than the minimum or exceed the
maximum of the published salary range for the job classification for which they are
hired.
• The retiree will receive no service credit or retirement rights for the temporary
assignment.

ENERGY CONSUMPTION
4) Second Quarter Update on Central San's Energy Usage
Central San actively tracks greenhouse (GHG) emissions to optimize the use of energy at
its facilities in the most cost-effective and environmentally responsible manner. The
attached energy dashboard contains a breakdown of Central San's energy usage for the
month of June 2020 along with a comparison of the energy used during the first quarter of
the calendar year. The chart shows the cost breakdown of Pacific Gas and Electric and
Marin Clean Energy electricity.
