ISSUE
Central San is required to establish its annual appropriations limit in accordance with Article XI I I B of the
California Constitution, which imposes a limit (known as the "GANN Limit") on the rate of growth in
governmental spending of tax revenues.
BACKGROUND
Tax revenue to Central San comes from ad valorem property taxes. The appropriations limit is increased
annually by a factor comprised of the change in population combined with either the change in California
per capita personal income or the change in the local assessment roll due to local nonresidential
construction.
Article XI I I B requires government agencies to establish their appropriations limit by resolution each year
at a regularly scheduled meeting. In accordance with California Government Code Section 7910, fifteen
days prior to the meeting documentation used in the determination of the appropriations limit and other
necessary determinations shall be made available to the public. This year, the Fiscal Year 2020-21
appropriations limit will be considered by the Board at its meeting on September 3, 2020. Documentation
