BAILEY, GENERAL MANAGER SUBJECT: RECEIVE REPORT ON COVID-19 RETURN TO OFFICE FACILITIES PLAN AND RECOMMENDATIONS In early June, Central San engaged HDR though its On-Call Contract to provide engineering and architectural services related to COVI D-19 Return to Office protocols and facility needs at the District's Headquarters Office Building, Plant Office Building, Board Room, Annex, Offices at 4737, and the Laboratory Building. HDR is working with staff from Human Resources, Safety, and Engineering and Technical Services to develop a comprehensive Return to Office Plan that identifies the necessary engineering protocols and infrastructure upgrades. The attached presentation is the first draft of HDR's findings and is being presented by Michael Pattinson, Interior Design Principal in HDR's San Francisco office. Traditionally, the office has functioned as a place for communal activities; often intentionally designed to bring people together to interact, solve problems, share ideas and information. In contrast, returning to the workplace now means that we need to find new ways to bring people together, while simultaneously providing the capability to keep them apart, safely and responsibly. As the pandemic has turned conventional thinking on workplace design inside-out, previously normative approaches — space per person, ratios of open to enclosed space, collaboration zones, and environmental systems — should be reconsidered to implement, promote, and sustain employee health and wellness at significantly different levels. Actions in the foreseeable future should focus on preparing both the people returning to the workplace and the space itself. Decisions surrounding workplace modifications will need to be based on thorough assessment and evaluation in addition to risk / reward considerations balancing initial costs versus on-going health and wellness, employee productivity, effectiveness, and business continuity. Vital to the transition back to the office, and undoubtedly the most immediate to be addressed, is the change management process that helps enable this transition — finding effective ways to communicate the new workplace reality to the business community and their employees. July 21, 2020 Regular ADM IN Committee Meeting Agenda Packet- Page 41 of 126 Introduction Easing the transition into the "new" workplace reality, are impacted by important considerations: Consider People's Mindsets A deliberate, thorough change management process is crucial to making people feel comfortable about coming back to the physical workplace Prepare the Building As the landscape of business, social and public health continually change, it is imperative that the workplace can swiftly respond and adjust. Adapt to New Work Processes More than ever, the workplace will need to support a mix of individual, isolated work combined with collaborative, group work as well as a significant component of remote work. Establish Social Distancing Protocols Current safety protocols are based on the ability to maintain a safe physical distance of at least 6 feet between people. For the foreseeable future, this protocol will hold true in the workplace as well and will affect such factors as distance between individual work seats, collaboration settings and presentation spaces. Address Environmentallinfrastructure Systems Some of the most impactful short-term measures to address the status, capabilities and performance of environmental systems serving the workplace can include the HVAC systems. Special consideration should be given for ongoing monitoring, testing and improving the systems, if necessary, with a plan for longer term improvements. Bolster Maintenance 1 Cleaning Regular, thorough, deep cleaning will become even more important and essential to maintaining a healthy and safe work environment, especially as a way of giving employees a sense of control and comfort, thus helping to reduce stress. Provide safety signage at these points. • Exits and exit stairs: fire doors to exit corridors and stairs must remain closed; hand contact on levers and handrails is unavoidable but can be mitigated with provision of sanitizing stations at exit points. • Provide sanitizer stations at regular intervals and key locations throughout corridors and hallways. • Consider taping off drinking fountains as not in use (paddle contact & mouth and bottle contact potential with fountain). • Elevators: Provide 6' spaced social distancing stripes/ sign on floor at entry for people waiting, provide 2 maximum distancing signs at floor of elevator in diagonal corners, provide disposable rubber finger covers to press buttons, provide sanitizer stations at each elevator entry and signage regarding social distancing and washing hands. • Hallways/Corridors: Ensure with signage and striping at floor that people are encouraged to keep right and close to wall to maintain 6' with a passerby. If this is not achievable, identify an area(s) to wait (a doorway, junction at a hallway, etc.) where one person can wait until the other has passed. • Open Office Circulation: Provide unidirectional flow through the hallways/aisles between workstations using directional signage (arrows and words) on floor. Provide separate ingress and egress where practical. We recommend the following measures be adopted: • Make rest room single use only. (Review each location; if space and fixtures allow increase to 2 or 3 persons if achievable) • Provide sign at door stating only one person is allowed in the restroom at any given time. • Provide striping on hallway floor outside door 6' away from the door to allow persons to wait in line until rest room is vacant. • Inform staff of protocol to ensure that a person entering the restroom checks verbally that the rest room is vacant and may be used by them. • Place barrier tape over urinal and/or lock unused stalls to reduce usage down to one urinal and one stall; this minimizes contamination and sanitization efforts. • Install sign at sinks regarding thorough washing of hands during covid pandemic. • Provide a separate trash can at the exit to the rest room and encourage staff to use a paper towel when grabbing hardware to open door then discarding paper towel in trash can as they leave. • Provide sanitizer station at exit to rest room to ensure staff can sanitize hands on exiting. • Long term Measure: Install "vacant" /"occuplea tnumi) turn sign as part of new door nardware lock- single user to lock door on entering. • Long Term Measure: Install touchless, sensor activated faucets, soap dispensers and paper towel dispensers (or air hand driers). These are a combination of Interim and Long Term Measures: • Provide sign at door stating only X persons are allowed in the Locker room at any given time. • Train staff regarding protocol to ensure that a person entering the Locker room checks visually/verbally that the room is not at capacity and may be used by them. • Place barrier tape over urinal and/or lock unused shower and toilet stalls to reduce usage; this minimizes contamination and sanitization efforts. • Reduce multi person hand wash down to single use. • Reduce shower use to alternate stalls to maintain social distancing. • Staff to ensure that access to Locker is when social distancing can be maintained (wait for nearby locker being used before using theirs). • Provide one way flow where possible using directional striping /provide waiting zones if needed. • Provide a separate trash can at the exit to the Locker room and encourage staff to use a paper towel when grabbing hardware to open door then discarding paper towel in trash can as they leave. • Provide sanitizer station at exit to rest room to ensure staff can sanitize hands on exiting. This frees up desks and allows for some distancing between occupied desks. • Per CDC guidelines, implement health review / checks (i.e., temperature, recent symptoms) for staff as a precondition for in-office occupancy. • Establish new "typical" work routines that alternate in-office and block scheduling with remote work capability as a way of reducing people density in the office. • Establish teaming / collaboration approaches that minimize and manage the ability for people to congregate in the office. • Create management systems that support the capability of knowing and communicating who is working where and when. • Manage teams that are distributed across locations and timeframes utilizing various connectivity and communication tools. • Consider flexible schedules outside of the traditional 9 — 5 hours when possible.
