POSITION PAPER . , DRAFT MEETING DATE: JULY21, 2020 SUBJECT: REVIEW DRAFT POSITION PAPER TO RECLASSIFYTHE HUMAN RESOURCES MANAGER POSITION AND CURRENT I NCUMBENT TEJI O'MALLEYTO THE HUMAN RESOURCES AND ORGANIZATIONAL DEVELOPMENT MANAGER AND ADOPT THE SALARY RANGE OF U24 ($15,285.99 TO $18,580.28 PER MONTH) SUBMITTED BY: INITIATING DEPARTMENT: ROGER S. BAILEY, GENERAL MANAGER SECRETARYOF THE DISTRICT ISSUE Board of Directors' approval is required to reclassify positions and adopt the associated pay grade. BACKGROUND Over the last five years the role and responsibilities of the Human Resources Division have increased to the extent that it is reasonable to review the organization of the Division and the appropriate compensation for the Manager position given the current level of responsibility. With the completion of the Organization and Staffing Plan in 2015, the Human Resources Division and the Safety Group were moved under the direction of the Deputy General Manager. The Human Resources Division currently has a staff of six: the Human Resources Manager, two Human Resource Analysts, and three Senior Administrative Technicians. I n the last five years the scope of this group has expanded greatly. For example, Ms. Teji O'Malley, Human Resources Manager, has taken on expanded responsibility for training and talent development which has included Succession Planning, overseeing the development of the highly successful Management and Leadership Academies, implementation of a Mentorship Program, continuation of the internship program and expansion to also include externships. In 2017, the Division also took on the added duties and responsibility for the payroll function from the Finance Division. This position is responsible for all labor relations, which includes active participation in labor negotiations, oversight of all employee benefits, including the recent transition to the CalPERS Health System, meeting and conferring with the bargaining units, labor management and employee engagement. This position handles highly confidential material and provides advice on issues with significant labor, organizational, and financial impacts to the Board and Management team. July 21, 2020 Regular ADMIN Committee Meeting Agenda Packet- Page 4 of 126 Page 2 of 4 I n addition to these functions, with the impending retirement of the Deputy General Manager, the Safety Group and responsibility for the Strategic Plan, Benchmarking and Optimization have transitioned to this Division. In 2016, the Human Resources Manager position was moved out the Management Group bargaining unit into an unrepresented at-will position. This decision was based on the fact that this position carries a wide breadth of executive decision-making responsibility, including direct responsibility for recommending and implementing personnel, labor relations and other employment decisions, which may include the Management Group. The base salary for the majority of the Management team, seven out of twelve managers, is M24 ($15,285.99 to $18,580.28). These managers are in the Operations, Engineering, and Administration Departments. This salary range is over 24% greater than the current salary for the Human Resources Manager of U33 ($12,244.96 to $14,883.86). With the added responsibilities, in addition to managing the day-to-day activities, it is recommended that the Human Resources Manager position be reclassified to a Human Resources and Organizational Development Manager and the salary range be increased from U33 to U24 ($15,285.99 to $18,580.28). This increase would put the salary of this position at a level that is commensurate with the level of responsibility for an unrepresented at-will position, is consistent with the salaries of other managers at Central San and is on parity with other similar positions at sister agencies and other East Bay area cities. See Attachment A for comparison. ALTERNATIVES/CONSIDERATIONS The Board could choose not to adopt the revisions to this job classification or the salary range associated with this classification. This is not recommended, as the level of risk and responsibility associated with this position warrants the higher level of compensation and parity with other similar positions at Central San. FINANCIAL IMPACTS Upon approval, this action will result in an annual net cost of$16,605.48 which takes into account salary, benefits and pension costs for the current incumbent, starting at the Step B. This equates to an increase of 7.8% from Ms. O'Malley's current salary. COMMITTEE RECOMMENDATION This item was heard by the Administration Committee on J my 21, 2020. The Committee recommended RECOMMENDED BOARD ACTION Approve the reclassification of the Human Resources Manager position and the current incumbent Teji O'Malley to the Human Resources and Organizational Development Manager and adopt the salary range of U24 ($15,285.99 to $18,580.28 per month).
