BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON THE CONCORD COMMUNITY REUSE PROJECT On March 24, 2020, the Concord City Council denied a request from Lennar Concord, LLC, the master developer of the former Concord Naval Weapons Station, to extend its Development Agreement, which was set to expire on March 31, 2020. Lennar's performance in labor agreement negotiations was at odds with the labor unions and Building Construction Trades Council to meet the terms of the Development Agreement for prevailing wages. An inquiry to the Concord Senior Planner responsible for the Reuse Project indicated, "We have not had any team meetings here since March regarding the base, as we closed things out with Lennar, but we are aiming to have a new plan formoving forward as we move into the fall."Staff will provide updates to the Real Estate, Environmental and Planning Committee after Concord formulates its plan of selecting a new master developer.
