HR Personnel Actions -Apr-Jun 2020 July 16, 2020 Regular Board Meeting Agenda Packet- Page 377 of 393 Amended Agenda Page 2 of 6 ATTACHMENT 1 Board Meeting of July 16, 2020 General Manager Written Announcements HUMAN RESOURCES 1) Central San Welcomes New Employee Nick Camarena to the Planning and Development Services Division Nicholas Camarena joined Central San as an Engineering Assistant I in the Planning and Development Services Division effective June 30, 2020. Nick comes to Central San from the City of Pittsburg, where he was formerly a permit technician. Prior to this, he worked for 13 years in dry utilities, with the bulk of his experience working with communication companies building fiber networks around the United States. He was born and grew up in the Bay Area but spent several years working and living in Los Angeles. Nick is happy to be joining a close-knit team serving Central San's Permit Counter. SOLAR PROJECT 2) Request for Proposals Issued and Notices Mailed to Blum Road Neighborhood for Solar Array Project on North End of Blum Road Staff has issued the request for proposals (RFP) for a Power Purchase Agreement for a 1.75-megawatt solar array on approximately 5.5 acres of Central San's Lagiss property. The selected vendor will design, construct, operate, and maintain the solar array for up to 25 years. The project goals include a brief construction period, minimal ongoing maintenance activity, and minimizing panel visibility from neighboring residential areas to preserve the site's rural appearance. The project will generate nearly $4 million in savings over 25 years and avoid 1,865 metric tons of carbon dioxide emissions annually, equivalent to 4,600,000 million vehicle miles driven. On July 6, 2020, notification letters about the project were mailed to property owners in the surrounding neighborhood. These letters included a map of the preferred location of the solar facility on the Lagiss property and the following Project Schedule: RFP Responses Due July 29, 2020 Notice of Intent to Award Issued September 17. 2020 Environmental Review, Public Involvement Process; June 2020 - March 2021 and Project Approval County Building Permit Process April 2021 Project Construction and Utility Interconnection June 2021 July 16, 2020 Regular Board Meeting Agenda Packet- Page 378 of 393 Page 3 of 6 Written Announcements July 16, 2020 Page 2 of 4 Project information and updates will be posted to www.centralsan.org/solar. Staff intends to bring a recommended project award to the September 21 , 2020, Real Estate, Environmental & Planning Committee meeting for consideration. INDUSTRY CONFERENCE 3) Staff to Present at WEFTEC 2020, the Annual Water Environment Federation Technical Conference, in October WEFTEC 2020, the annual Water Environment Federation Technical Conference that had been scheduled to take place in New Orleans, will now be held virtually due to the COVID-19 pandemic. WEFTEC 2020 will be a fully virtual event on the WEFTEC online learning platform that offers attendees interactive education, an exhibitor showcase, and networking experiences. The Conference & Exhibition will be held October 5-9, 2020. Central San will be presenting two technical papers on Tuesday, October 6. Authors are Nitin Goel, Khae Bohan, Carl Von Stetten, Ian Morales, Mike Matthews, Michael Cunningham, Danea Gemmell, Jean-Marc Petit and HDR, Inc. Central San falls within the Bay Area Network (Region 3). Candidates seeking to represent a specific region must either be a board member or management-level employee of a member district located in their region. This year, Seat C was open for election. Only one candidate was nominated for the position, Stanley Caldwell, Board Member of Mt. View Sanitary District. There being no other nominees, Mr. Caldwell was appointed in lieu of an election to fill Seat C and will serve a three-year term from 2021-2023.
