DISTRICT PROJECT 7328; INCLUDE AWARD OF THE ADDITIVE BID
ITEMS IN THE AMOUNT OF $1,868,000; FIND THAT THE PROJECT IS
EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITYACT
(CEQA); AMEND AN EXISTING AGREEMENT WITH BROWN AND
CALDWELLTO INCLUDE ENGINEERING SERVICES DURING

ISSUE
The Board of Directors (Board) must award the contract or reject bids within 50 days of the bid opening.
Authorization is required for the General Manager to execute the Contract Documents subject to submittal
requirements. Authorization is also required to amend an existing agreement in the amount of over
$100,000 and to transfer over$500,000 within the Capital Program.

BACKGROUND
Coronavirus (COVID-19) Impact: The Influent Pump Electrical Improvements, District Project 7328
(Project), is expected to start field construction activities in the fall of 2020 and be completed by October
of 2022. Due to the long lead items, such as the 400-horsepower pump and electrical gears, staff plans to
enter into contract soon and authorize the purchase of this equipment by the fall of this year. The
construction contract for this Project includes provisions and costs to mitigate and prevent the spread of
COVI D-19, which includes handwash stations, personal protective equipment, and other safety items or
practices recommended by the Occupational Safety and Health Administration and guidelines from the
Contra Costa Health Services.
The Project: The I nfluent Pump Station is an essential and critical facility for daily operations. Without the
influent pumps, wastewater cannot be lifted to the downstream treatment processes or diverted to the
storage basins for flow equalization during wet weather events at the wastewater treatment plant (plant).
The influent pumps programmable logic controllers (PLCs) and variable frequency drives (VFDs)were
installed over 25 years ago, are difficult to maintain or support, and are at the end of their useful life. Two of
the VFDs have experienced failures over the past two years and had to be repaired. The VFDs and PLCs
are essential to the plant for managing influent flows, particularly during wet weather events. Furthermore,
the influent pump motors are in a dry pit room below grade that could be susceptible to internal flooding.
On November 15, 2018, the Board authorized staff to enter into an agreement with Brown and Caldwell
(B&C)for design services and electrical assessment support. This included a detailed investigation and
assessment of the Influent Pump Station electrical systems such as VFDs, motor control centers, PLCs,
and related electrical infrastructure. In addition, there was an evaluation of pumping capacity, an addition of
a sixth pump, and station resiliency.
The total findings recommended by Central San included an estimated $9,000,000 of renovation and
replacement work related to the electrical systems and the Influent Pump Station modifications. Staff has
prioritized the scope to include the most critical items to be constructed under this Project in the most cost-
effective manner.A project map is shown in Attachment 1.
Central San staff, with assistance from B&C, prepared the project documents. The Engineer's estimate
for construction was $6,900,000 for the base scope of work, which includes all the VFDs, new Pump No.
6, electrical and controls for all the equipment for the Project, as well as a large capacity drain pump
located inside the dry well. Pump Nos. 3 and 4 will swap locations to increase pumping capacity resiliency
during wet weather. Two additive bid items were included for the installation of hydraulic isolation gates
within two wet wells and cleaning at a total estimated cost of$1,800,000.
This Project was advertised on May 22 and 28, 2020. Seven (7) sealed bids, ranging from $4,629,300 to
$6,846,000, were received and publicly opened on June 25, 2020. The Capital Projects Division
conducted a technical and commercial review of the bids and determined that Auburn Constructors, LLC
(Auburn) is the lowest responsive and responsible bidder with a bid amount of$4,629,300 as shown in
Attachment 2.
Bids for the additive items ranged from $1,868,000 to $3,832,000.Auburn provided the low bid cost for a
total of$1,868,000 for the additive bid items. This cost is in line with the Engineer's estimate which was
$1,800,000. Staff is recommending to proceed with the work and include the additive items to the
construction contract. The additive bid items include the addition of hydraulic actuated gates and walkways
to isolate the suction inlet ports to Pump Nos. 1 through 4. Adding the isolation gates will increase reliability
of the Influent Pump Station for flooding in the pump room.Also, this new feature would allow the I nfluent
Pump Station to operate during weather events without losing any pumping capacity.

Several alternatives were evaluated to achieve flooding resiliency for the Project, which included replacing
the influent pumps with submersible pumps (size not available and more costly), raising the electrical and
motors (more costly), and several isolation gate alternatives.After detailed investigation and business case
evaluations of each alternative, the most cost-effective option that allowed firm capacity to the primary
sedimentation process was the isolation gates for Wet Wells 1 and 2. Staff and the consultant have spent
a significant effort to design a system that is safe and reliable for operations. The design includes a robust
stainless-steel hydraulic gate system operated from outside the wet well and safety measures to make
sure the gates do not close upon failure.Additional access to the wet well will be included and the
appropriate safety ventilation and alarm systems will be installed.
Staff will administer the construction contract and provide construction management and administration.
Construction inspection will be performed by one of Central San's existing consultant inspection as-
needed agreements.
Staff recommends continuing services with B&C since they are the designer of record for the Project.An
amendment to the B&C agreement has been negotiated for engineering services during construction
(ESDC) at a cost not to exceed $570,000. These services include the standard submittal and shop
drawing reviews, responding to contractor questions, design clarifications, and potential design
modifications needed during construction. Other services, such as providing controls support to optimize
the Influent Pump Station equipment, record drawings, and asset management related services, have
been requested by Central San staff to assist in providing a complete record and optimized system(s) at
the Influent Pump Station (Headworks)that includes recent improvements to Substation 16 and the newly
installed screenings equipment and loading facility.
CEQA
Staff has concluded that this Project is exempt from CEQA under CEQA Guidelines Section 15302,
because it involves replacement of existing sewer facilities at substantially the same locations and with the
same purpose and level of activity as the facilities being replaced.Approval of this Project will establish the
Board's independent finding that this Project is exempt from CEQA.
ALTERNATIVES/CONSIDERATIONS
The Board could consider the following alternatives:
1. Several approaches were evaluated during the planning and pre-design of this Project. This included
evaluating multi-projects or phasing, rehabilitation alternatives, operational risks, and construction
sequencing with other plant renovation type projects. Due to the several recent events related to the
VFDs and outages due to failed parts, staff recommends the Project as specified.
2. Reject additive bid items. Furnish and install four stainless-steel hydraulic slide gate systems in Wet
Wells 1 and 2, catwalk/bridges, air/odor HVAC systems, wet well cleaning, etc. for$1,868,000. This
work will increase the resiliency of the pump station, but could be postponed and rebid under a
separate project within the next three years. However, postponement may not save Central San any
money.
3. Reject all bids, which is not recommended. This Project will address the aging and deficient
infrastructure at the plant and provide for long-term reliability and operational performance of the
Influent Pump Station.
FINANCIAL IMPACTS
The total estimated project cost is $9,586,000, which includes planning, design, construction contract,
contingency, construction management, and consultant costs as shown in Attachment 3. The Influent

Pump Electrical Improvements is included in the Fiscal Year(FY) 2020-21 Budget on page 207 with an
estimated total project budget of $8,910,000.
The existing B&C agreement value is $928,152. The amendment for ESDC is estimated at$570,000,
which will result in a new agreement value of $1,498,152.
An additional $676,000 is required to fund this Project with the additive bid items and staff proposes to
use the FY 2020-21 Contingency for the Capital Improvement Budget (Cl B) as shown below:

COMMITTEE RECOMMENDATION
The Engineering and Operations Committee reviewed this matter at the July 7, 2020, meeting
and recommended approval of the subject items.
RECOMMENDED BOARD ACTION
Staff recommends the following:
1. Find the Project is exempt from CEQA;
2. Award a construction contract in the amount of $4,629,300 to Auburn Constructors, LLC, the lowest
responsive bidder for the I nfluent Pump Electrical I mprovements, District Project 7328;
3. 1 nclude award of additive bid items for the installation of new gates and related work in the amount of
$1,868,000;
4. Authorize the General Manager to execute the Contract Documents subject to submittal
requirements;
5. Authorize the General Manager to amend an existing agreement with Brown and Caldwell to include
engineering services during construction in the amount of $570,000, increasing the agreement cost
ceiling to $1,498,152; and
6. Authorize a transfer of $676,000 from the FY 2020-21 Cl B Contingency to fund the Project.
