ISSUE
Changes to Board policies require the review and approval of the Board of Directors.
BACKGROUND
As part of a review of all Board policies, B P 034- Reporting Protocols for Ethics Hotline was reviewed.
Minor edits to the policy have been proposed.
ALTERNATIVES/CONSIDERATIONS
The Board could direct that additional edits and changes be made to the Ethics Hotline policy.

None by this action.
COMMITTEE RECOMMENDATION
The existing Ethics Hotline policy was reviewed by the Administration Committee at the June 16, 2020
meeting. Committee Members suggested that a couple of minor revisions be made with an addition of
reporting protocols to the Board President, should an executive management employee receive a
complaint and adding the Human Resources Manager to the initial contact list.
RECOMMENDED BOARD ACTION
Approve proposed revisions to Board Policy No. BP 034 - Reporting Protocols for Ethics Hotline,
effective immediately.

BOARD POLICY
REPORTING PROTOCOL FOR ETHICS HOTLINE
PURPOSE
To establish a policy on reporting mechanisms for processing anonymous information
received from employees via a third-party hotline service for reporting potential fraud or
misconduct.
POLICY
The Board of Directors supports making available to employees and Board Members
the opportunity to anonymously report any potential fraud or misconduct at Central San.
The reporting avenue shall preserve anonymity and be separate from Central San
management's normal reporting structure to prevent any potential barriers to the
reporting of potential wrongdoing.
Should the employee not wish to be anonymous, the employee shall be protected from
retaliation.
The Secretary of the Districts Offiee and the Human Resources Manages shall be
responsible for cataloging and reporting information received via the hotline service to
the General Manager, President of the Board, Internal Auditor, Deputy General
Manager, District Counsel, and Department Directors as appropriate. I I it-- oUdI U

management positions as defined in Section 4.24.030.A.2. of the District Code (General
Manager, Counsel for the District, and Secretary of the District).
