Attached is a presentation on Central San's as-built drawings program.

HISTORY
• Central San did not receive final "As-Built" Drawings
since construction of the Stage 5A Project was never
completed and because of the subsequent litigation.
• Between 1982 and 1988, Central San's Treatment Plant
As-Built Program completed the drawings required for
Central San to receive final grant payment from the State
Water Resources Control Board (SWRCB) and
Environmental Protection Agency (EPA).
• As-Is Records Set Program, 1991 — Focused on
underground piping and electrical, instrumentation and
controls (EI&C). This program updated utilities as they
were encountered and EI&C on a periodic basis to
reflect maintenance and capital improvement changes.

WHY AS-BUILTS ARE CRITICAL
• Operations and Maintenance reasons: troubleshoot and
understand systems (especially those that cannot be seen
like piping or electrical within concrete or behind walls).
• Asset Management: key information needed when
specifying or purchasing replacement equipment or
upgrades.
• Capital improvement design and construction: As-builts or
computer-aided design (CAD) drawings are used for
future design and if are not accurate, will likely result in
increase cost in change orders during construction.
Example - The Plant Operations Building Seismic
Upgrades Project construction, which used the Stage 5A
drawings.

MAJOR EFFORT AND IMPROVEMENTS
• Over 7,000 sheets for the treatment plant under
several projects, including the Stage 5A Project
• Over 3,400 sheets of EAC
• All records scanned stored in Laserfiche
• Efforts include converting and combining documents
in CAD (Originally Microstation® — mid 2000's switch
to AutoCAD®)
• Information used in Central San's GIS and Plant
Informational system that was the foundation to
today's Geoportal and related Asset Management
systems

CURRENT AS-BUILT PROGRAM
• Working on establishing CAD standards:
• Setting minimum requirements for CAD drawings prepared by
consultants that will be used in Central San construction contracts
• Establishing 3-dimensional (3D) and building information model
(BIM) standards
• Software: Revit BIM 3D Model and AutoCAD Civil 3D
• Applies to all drawings prepared by individual project designer,
general contractor, subcontractors, &vendors
• Laser scanning existing buildings and facilities
• Developing 3D (x-y-z), 4D (scheduling), 5D (cost), and 6D (asset
management)
• Intent of these CAD/BIM standards is to assure consistency
in drawing production and uniformity in file structure for all
drawings.
