•5/6/20: Governor issues Executive Order N-61-20 reg
delinquent property tax payment penalties and interest,
which waives certain statutes through May 6, 2021 on a tax collector's
ability to impose penalties, costs or interest if the following conditions
are met:
1. Taxes are for residential property occupied by the taxpayer or
owned/operated by taxpayer that qualifies as a small business
2. Taxes owed were not delinquent prior to March 4, 2020
3. Taxpayer files timely claim for relief
4. Taxpayer demonstrates economic hardship due to pandemic or
governments response to COVID-19

•5/7/20: Contra Costa County announces access for testing
for all residents, regardless of symptoms:
1. Long wait times; system initially overwhelmed
2. Increased contract tracers
3. Added more phone lines and answering service to meet demand
4. Goal is to test a significant percentage of County population to find
out who may have unknowingly contracted the virus
(asymptomatic), and trace those persons they came into contact
with, so they can all be isolated, limiting spread of virus, so those
not infected can get back into society

•5/13/20 Employee email on testing available for Contra Cos a
County residents, plus work to offer testing for all employees
•5/13/20: Governor allows 18 rural/less impacted counties
with COVID-19 cases to reopen more quickly through
Stage 2 process, including the following activities beyond
State's order:
1. Destination retail, including shopping malls and swap meets
2. Dine-in restaurants (other amenities, like bars or gaming areas,
are not permitted in Stage 2)
3. Schools with modifications

•5/14/20 Governor's May Revised 2020-21 Budget released,
includes major cuts, a $53.4 billion deficit, projected 18% State
unemployment, must be balanced, focuses on Emergency
Prepared ness/COVI D response, and must be completed by July 1
•5/18/20 District develops COVID-19 Exposure Response Plan;
bargaining units reviewed and provided input
•5/18/20 District implements new schedules and safety
measures for CSO, Maintenance, and Treatment Plant

COVID-19 RESEARCH TASK FORCE
•4/6/20 District develops COVID-19 Research Task Force to look
into the latest understanding of the fate, transport, and control of
SARS-CoV-2 virus that causes COVID-19
•Task Force, comprised of Division Managers, members of the Executive
Team, Communications Team, and representatives from Applied Research
group and Laboratory
-Weekly updates on latest research efforts and highlights
•Webpage launched on San Central to provide information on
wastewater research to all employees

WASTEWATER RESEARCH TRACKING
SUMMARY OF CURRENT UNDERSTANDING
• MANY sources of information, new sources daily, and weekly webinars offered
• No reports of wastewater or stool exposure causing COVID-19
• SARS-CoV-2 RNA is detected in stool of some (30-60%) patients with COVID-19
• Limited data on infectivity and survival of SARS-CoV-2 in stool and wastewater
• Limited data on SARS-CoV-2 through treatment; however, there is confidence in
the ability of disinfection processes (chlorine or UV) to treat for coronaviruses
• No reports of SARS-CoV-2 detected in effluent or recycled water
• Detection and quantification of SARS-CoV-2 in wastewater presents
opportunities
• Researchers caution there are limitations in laboratory resources, variability in
sample collection and analysis approaches, and a need for best practices to
nerate reliable results consistently

WASTEWATER RESEARCH OPPORTUNITIES BY
CENTRAL SAN
Central San is regularly contacting universities, private labs, & consultants conducting research to
understand objectives &seek partnership opportunities
• Wastewater Treatment Plant Evaluation Opportunities: Collect data while virus RNA is
detectable to validate experts' beliefs that the virus is removed through treatment
• Next Steps: Central San is initiating a small case study with Stanford and expects to start
sampling effort by next week.
• Wastewater Surveillance Opportunities: Develop methods&tools for quantifying virus RNA in
wastewater to:
1)detect changes in trends
2) predict community virus spread
• Next Steps: Central San is coordinating with other agencies on approaching public health
officials to seek interest and input to understand the value and approach to possible long-term
opportunities. In the short-term, influent sampling results from the Stanford case study will be
hared with Stanford/University of Michigan Sewer Coronavirus Alert Network(SCAN) Project.
