PROJECT UPDATES
1) Public Bidding for Filter Plant and Clearwell Improvements, Phase 1A,
District Project 7361
The Filter Plant and Clearwell Improvements, Phase 1A project, will address electrical
safety, end-of-life equipment, and long-term reliability of Central San's recycled water
facilities. The scope of work includes the installation of two new 3-million-gallon recycled
water storage tanks, the construction of a new electrical substation, and miscellaneous
renovation of the Filter Plant. To accommodate the new facilities, the east cell of the
Clearwell will be partially demolished and will no longer be considered a permitted dam.
A large portion of the soils removed from the Clearwell will be reused to raise the levee at
Pacheco slough at the north end of the treatment plant. Central San will continue to
provide recycled water to its customers during the project. The west cell of the Clearwell
will be decommissioned after the project and remain as a potential future emergency
storage basin.
This project was reviewed by the Engineering & Operations Committee on May 12, 2020.
For additional information, please refer to the presentation and minutes of that meeting.
The project will be advertised on June 8 and 15, 2020. Bids are scheduled to be opened
on July 22, 2020. The Engineer's estimate is $35,000,000. More information will be
presented when the Board is asked to award the construction contract on August 20,
2020.
2) Public Bidding for Influent Pump Electrical Improvements, District Project
7328
The Influent Pump Electrical Improvements, District Project 7328, will replace several
critical variable frequency drives that are beyond their useful life, rehabilitate high
horsepower (HP) pump motors, install a new 400-HP pump, and upgrade the associated
electrical, controls and instrumentation for the Influent Pump Station at the wastewater
treatment plant in Martinez. The project is aimed to address infrastructure needs, existing
equipment and system reliability, and improve the resiliency of the Influent Pump Station.
An additive bid item has been included for this project to potentially install hydraulic gates
for added resiliency and capacity improvements to the Influent Pump Station
(Headworks).
This project will be advertised on May 22 and 28, 2020, with a bid opening scheduled for
June 19, 2020. The Engineer's estimate is $6.9 million. More information will be
presented when the Board is asked to approve the construction contract, scheduled for
July 23, 2020.

A project update was presented at the Engineering & Operations Committee on May 12,
2020 and the Committee recommended proceeding with bidding the project.
3) Public Bidding for Lafayette Sewer Renovations, Phase 14, District Project
8459
The Lafayette Sewer Renovations, Phase 14, District Project 8459, is part of the ongoing
Collection System Sewer Renovation Program. This project will renovate approximately
12,100 feet of sewer mains, primarily 6- and 8-inch clay sewers, within the City of
Lafayette and Town of Moraga. Construction activities will include open-trench, pipe-
bursting, and cured-in-place pipe methods within public rights-of-way and private
easements.
This project will be advertised and bid in June 2020. The Engineer's estimate is
$3,650,000, and all work is being coordinated and sequenced due to the COVID-19
health pandemic. More information will be presented when the Board is asked to award
the construction contract on July 2, 2020.

4) Central San Welcomes New Employee Jennifer Woodhall to the Purchasing
Group
Jennifer Woodhall has joined Central San as a Buyer in the Purchasing Division effective
May 5, 2020. She comes to Central San from the Mt. Diablo Unified School District
where she was their Lead Buyer. Jennifer has resided in the Bay Area for the past 37
years and enjoys spending time with her family and friends, watching her children's track
meets, and volunteering at Saint Catherine of Siena Parish. She is thrilled to be joining
the team here at Central San.
5) Temporary Hiring Back of Retired Employee to Support Capital Projects
Division
The Capital Projects Division has hired Bruce Dobey, effective May 18, 2020 to assist
temporarily with several critical or large construction projects in the wastewater treatment
plant (plant) on an as-needed basis. Mr. Dobey is a former Central San Operations
Coordinator who retired in March 2017; therefore, no Board action is required to waive the
180-day waiting period to employ a retiree. This temporary hire is for a minimum of one
year and will likely be extended to match the duration of the capital projects that will use
his expertise.
Mr. Dobey has over 20 years' experience with public works projects and contractors and
has unique knowledge of the complexity at the treatment plant. Hiring a temporary
employee to help with the seasonal construction work, especially during the peak months

between April to October, is needed and very cost effective compared to hiring outside
consulting services. All costs for the temporary employee will be charged directly to the
capital program.
Pursuant to Section 7522.56 of the California Government Code and Board Policy No. BP
003 — Hiring of District Retirees, a Central San retiree may be hired if he or she
possesses a skill set needed to perform specialized work of a limited duration subject to
the following conditions:
• The retiree cannot work more than 960 hours per fiscal year.
• The retiree's hourly rate of pay cannot be less than the minimum or exceed the
maximum of the published salary range for the job classification for which they are
hired.
• The retiree will receive no service credit or retirement rights for the temporary
assignment.
