Bailey General Manager ISSUE Board of Directors' authorization is required for the General Manager to execute a professional engineering services agreement in an amount greater than $200,000. BACKGROUND Central San has a Ten-Year Capital Improvement Plan of approximately$870 million which includes a number of large projects that will begin construction within the next several years. The wastewater treatment plant's (plant) existing main entrance, contractor parking, and staging areas are not equipped for large construction projects with multiple contractors onsite. The current contractor staging area has no delineation for multiple contractors or designated areas for contractor parking or trailers, limited utility connections, and no permanent facilities for construction staff or secured equipment storage. The plant's May 7, 2020 Regular Board Meeting Agenda Packet- Page 73 of 166 Page 2 of 3 main entrance is currently the only regular point of access for staff, contractors, vendors, and deliveries. The plant site is constrained by existing plant processes, underground infrastructure, and hazardous soil areas. This project will improve the contractor staging area for the two upcoming large construction projects (Filter Plant and Clearwell I mprove ments-Phase 1 A and the Solids Handling Facility Improvements), which are planned to be in construction for the next five years. Project elements to be evaluated and designed as part of this agreement include: 1. Contractor Main Staging Area • Utility connections for construction trailers and contractor use o Site grading, paving, temporary material storage and stockpiling, concrete washout and equipment washing, and access improvements o Areas and utilities for restrooms, hand and eye wash stations, and other facilities for sanitation • Increase available space and Iaydown areas for equipment and material storage 2. Contractor Shipping, Receiving, and Parking • Designated area for contractor shipping and receiving o Delivery routes to minimize traffic disruption, turnarounds, and idling • Dedicated parking for up to 100 vehicles to accommodate large or multiple projects 3. Construction Entrance with Guard Facility and Gates • New entrance to contractor area off I mhoff Drive o Widen existing plant roads, as needed • New security guard facility, safety orientation and badging area, and automated gates 4. Security and Safety Improvements o Improve site lighting, fencing, signage, striping, security cameras, badge access, and safety near contractor areas 5. Miscellaneous Elements o Demolition of abandoned infrastructure to increase Iaydown space • Construct additional staging areas throughout the plant o Permanent trailer locations for construction management and staff use • Permanent structures to store and protect District equipment These proposed improvements will not only benefit future plant construction projects with the additional staging areas, enhanced security and improved contractor and delivery areas, but will also limit interference with Central San's daily operations. Maintenance, hauling, and disposal of materials will be the responsibility of the contractor's using the area. The improvements will allow staff the means to monitor and easily identify contractor activities between several concurrent projects. On February 28, 2020, staff issued a Request for Proposal on PlanetBids to the engineering consulting community and received proposals from Sun Mountain, LLC and Woodard & Curran. Engineering staff evaluated and rated the two proposals and determined that Woodard & Curran would be the best overall fit for the project. The consultant will evaluate the plant site, provide alternatives, design improvements selected by staff, and assist with bid phase activities. Central San may choose to later amend this agreement to include engineering support services during construction that would include a negotiated scope and fee, which is currently estimated to be up to $80,000, depending on the services selected. ALTERNATIVES/CONSIDERATIONS Staff recommends initiating the Contractor Staging Improvements project this fiscal year so that adequate facilities will be in place prior to contractor mobilization and major construction begins on the two aforementioned projects.An alternative would be to add the scope of work to an existing design May 7, 2020 Regular Board Meeting Agenda Packet- Page 74 of 166 Page 3 of 3 agreement with another project and include the construction with a different project, neither of which is not recommended. FINANCIAL IMPACTS The agreement with Woodard & Curran for design phase services will be in an amount not to exceed $250,000. The total estimated project cost is currently$3 million. However, project scope and costs will be updated during the preliminary design phase. The anticipated expenditures for this fiscal year are $150,000, which includes staff time and consultant costs. To date, staff has been coding their time to the Treatment Plant Safety and Security I mprovements, District Project 7354, which includes funding for a large portion of the security items that will be designed and constructed as part of this project. Upon approval of this consulting agreement, staff will open District Project 7375 for such charges and to track all costs associated with these improvements. COMMITTEE RECOMMENDATION The Engineering and Operations Committee reviewed this subject at the meeting on April 14, 2020, and recommended approval. RECOMMENDED BOARD ACTION Authorize the General Manager to execute a professional engineering services agreement with Woodard & Curran for design services in an amount not to exceed $250,000 for the Contractor Staging Improvements, District Project 7375.
