BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON THE MOST RECENT MEETING OF THE BAYAREA CLEAN WATER AGENCIES (BACWA) BACWA Meetings & Upcoming Events: • March 20, 2020: Last Executive Board Meeting (via web/call) • April 17, 2020: Next Executive Board Meeting (via web/call) Ocean Protection Council (OPC) 5-Year Plan: • BACWA Executive Director(ED)testified at the adoption hearing February 26th. The ED also spoke with Mike Montgomery and Tom Mumley (Regional Water Board) before the hearing and they felt that the OPC 5-Year Plan was not a huge concern for our region because we have a good Nutrient Management Strategy in place. However, they do recognize the need to focus on outreach and education to the members of OPC. To this end, David Senn (San Francisco Estuary Institute) is in contact with scientists involved in the research provided to OPC. ED's presentation at the hearing also helped with this effort as the testimony covered science funding, region-wide collaborations, and science-based decision making. Environmental Protection Agency (EPA) Reuse Action Plan: • Board received a presentation by Eric Rosenblum, with support from Dave Smith (EPA), Felicia Marcus (former State Water Board, EPA), Greg Fogel (WateReuse), and Bahman Sheikh (WateReuse). The project team is working on the Scope of Work, to be made available soon and BACWA is considering contribution to the funding effort, keeping COVI D-19 and potential financial impacts to membership in mind. Per- and Polyfluoroalkyl Substances: • State Water Board's 13267 letter likely on hold for the short term. California Association of Sanitation Agencies is still working on coming up with an alternate modeling plan. April 20, 2020 REEP Committee Meeting Agenda Packet- Page 19 of 22 Page 2 of 2 Environmental Laboratory Accreditation Program Regulations: • The revised regulations were slated for adoption at the State Water Board March 17 meeting. The meeting was cancelled due to COVI D-19 concerns and this item is yet to be rescheduled. The intent is to still move forward with the new regulations, but timing is uncertain. The Board also discussed how agencies are handling the COVI D-19 pandemic.
