BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON CENTRAL SAN ACADEMY SPRING 2020 SESSION Central San Academy is set to launch its fifth session on March 11. Classes will be held every Wednesday night from 6:00-8:30 p.m. at the Collection System Operations Facility in Walnut Creek for seven consecutive weeks (except for the Facilities Tour, which will be held on March 24, 25, and 27 from 9:30 a.m. to 2:30 p.m. and the graduation class, which will both meet at the Multi-Purpose Room in Martinez). Board Members are invited to attend any or all classes, especially the first (March 11) and last (April 22) of the series. In keeping with tradition, during the kickoff class, Board President Michael McGill will give a presentation on governance of a public agency and the role of the Board. At the graduation class on April 22, Board Members are invited to participate in a Q&A session with the participants. Attached is a PowerPoint presentation with additional information (Attachment 1), which will be given at the Board meeting. Some slides may be updated in the actual presentation given on March 5 to reflect the current state of applications. Overall, staff is pleased to report that the response this year has been healthy, with 47 people currently signed up. The potential participants were asked in their applications to submit one question they would like answered during the Academy, and their questions are attached (Attachment 2). Staff looks forward to answering these questions and getting to know a new group of members of the public, while educating them on the variety of services Central San performs for the community. How is wastewater cleaned? Where the water goes and how is it cleaned How is wastewater treated to remove residues of medications, detergents, soaps, and nanofibers? How long is the process, and how is treated water used? How do wastewater treatment facilities work? How does a sewage system work over hilly terrain? What comprises our waste and how can we improve treatment/management? How does sewage move from our house to Central San? How does Central San actually collect / acquire the waste from residences and business (i.e., the transport / delivery systems to the treatment plant)? What are the particulars of CCCSD's wastewater treatment now and in the future? I just want a better understanding of the wastewater process. The whole picture of the Central San treatment plant How as a community can we be better at reducing our use? How can we as citizens do our part in reducing water pollution and preserve our water resources? What's the best way to educate the public regarding the limitations of the system? How will climate change affect Central San, and how are you preparing infrastructure and technology for the next 50 years? More info about public knowledge and participation in the Household Hazardous Waste Facility. Maintenance scheduling and operator required and on-going training. How is maintenance scheduled, routine and non-routine? What is the process for keeping aging distribution systems and infrastructure working properly? What is the annual budget for wastewater treatment? Does the collection of stormwater fall in the purview of the District? If so, are there plans to develop a more comprehensive program?
