We achieve this by providing high quality training, comprehensive workplace evaluation, incident response, hazardous materials management from acquisition to disposal, and by managing regulatory information. The Safety Workgroup understands that to maintain an effective District-wide Environmental, Health and Safety Program, it needs the continued support and commitment of Central Contra Costa Sanitary District's (Central San) management and the participation of all workgroups. Safety staff will continue to work closely with both groups to foster and maintain this support. The recordable cases consisted of two lost time, four restricted work, and four medical only cases. There was an increase from 8 to10 recordable cases (+20%) from the 2018 Calendar Year (CY 2018) to the 2019 Calendar Year (CY 2019). The Safety Workgroup continues to encourage employee reporting of first aid only injuries/illnesses and near-misses. The Safety Workgroup uses this data to help identify and correct hazards in the workplace that could result in a recordable injury, as well as tailor safety training to address these hazards. The total number of restricted work days increased from 156 to 341 (+118%) from CY 2018 to CY 2019 (see Graph 3). Safety continues to concentrate on accident causation and directed training. These efforts have kept the number of recordable injuries low and reduced the severity of days away claims from 30.9 days/claim to 6.0 days/claim. The number of restricted work days increased from 19.5 days/claim to 34.1 days/claim. Exposure to Harmful Substances or Environments 2. Slip, Trip, Fall, or Jump 3. Contact with Object or Equipment 4. Overexertion or Bodily Reaction Graph 4 Mechanism of Injury/Illness Slip, Trip, Fall, Contact with or Jump Object or 31% Equipment Ar— 19% Overexertion or Bodily Reaction Exposure to Harmful 16% Substance or Environments 34% The most common type of injury was Pinch/Puncture/Cut, which accounts for 31% of all injuries. The second most common injuries were Sprain/Strains which accounted for 25% followed by Insect Stings/bites at 16%. None of the CY 2019 injuries were associated with common activities, equipment, or procedures. The Safety Workgroup will continue targeting pinch/puncture/cut as well as strain/sprain related injuries while conducting classes in the CY2020 training schedule. The common mechanism for these injuries are related to Slips/Trips/Falls and Overexertion. The most common injured body parts are: 1. Finger 2. Back 3. Knee 4. Arm/Elbow 5. Foot/Ankle 6. Hip 7. The rates vary from year to year due to the frequency and severity of the injuries occurring and by the number of hours worked (exposure time). The recordable rate for CY 2019 is 3.7, which is higher than the CY 2018 rate of 3.0, due to the increased number of recordable claims in 2019. Central San's recordable rate is below the BLS rate for California's Sewage Treatment Facilities at 3.7 versus 4.0 (-9%). Additionally, both the Days Away Rate and Other Recordable rate are well below the BLS rates. Central San's restricted time rate is higher than the BLS Restricted Time Rate for California Sewage Treatment Facilities (2.2 vs 0.5). The Safety Workgroup sees this as an indication of the successful implementation of the Central San Return-to-Work Program that places employees back on the job with modifications or job reassignment instead of resulting lost work days. This provides an opportunity for the employee to work-harden and remain a part of the Central San culture while recovering from their injury/illness. Previously, the Board requested comparisons of Central San to other industries. Unfortunately, the BLS Rates for 2018 were not available for this comparison at the time of this report. BLS rates were pulled from 2017 for construction and utility systems for local governments. Central San's Incident Rate is 15-25% lower than the rate of the Local Government - Construction and Local Government — Utilities. Additionally, the Days Away rate is less than half the rates of these two Categories at 1.8 and 1 .7, respectively. Safety Training The Safety Workgroup is responsible for assessing Central San's safety training needs, developing and coordinating safety training programs, and monitoring and evaluating the effectiveness of the programs. During CY 2019, the Safety Workgroup conducted 28 classroom courses and 37 Online Safety Courses on 49 different training subjects. • 8 Hr. Fire System Upgrade for Plant Operations Building, Headquarters Office Building, Lobby, Computer Server Room, and Diesel Tank Fire Suppression Trailer. 2. Gas Detection Systems Upgrade for Solids Conditioning Building, Headworks, and Pump Stations. • Quick response to open actions items within the District Safety Committee. The District Safety Committee received 17 Safety Suggestions in the past year. The current timeframe for an open action item is less than 60 days. • 1 - First Level (High Frequency/Severity) • 4 - Second Level (Low Frequency/Severity) • Worked closely with Capital Projects to provide design reviews, submittal reviews, contractor orientations, and construction safety oversight. • Conducted 10 Contractor Safety Orientations. • Conducted 51 Design and Safety Submittal Reviews. • Attended 72 Construction Progress Meetings. • Central San departments and the Safety Workgroup conducted 243 Safety Tailgates. • Plant Maintenance completed 69 Safety Work Orders. • Administration and Engineering Departments went the entire CY 2019 with zero Lost Work Days for a total of 1418 days since the last lost time incident. • Collection Systems Division went the entire CY 2019 with Zero Lost Work Days for a total of 652 days since the last lost time incident • Maintained chemical inventory and reconciled safety data sheets with MSDSonline.com. Safety Program Annual Report Calendar Year 2019 9 March 5, 2020 Regular Board Meeting Agenda Packet- Page 54 of 106 Page 12 of 19 2020 Goals and Objectives for the Safety Workgroup • Continue improving customer service through: • Increased visibility in contractor project oversight/design reviews. • Participation in a greater number of tailgate meetings. • Increased job worksite and facility inspections. • Continue monitoring safety metrics, including both leading and lagging indicators to identify trends (incident reports, first aids only, near misses, inspection findings, etc.). • Transition to NeoGov from Train Track to improve efficiency and compliance (online training, training records, certification tracking, etc.). • Continue to review/update Safety Directives to ensure they are compliant and easy to follow. Issue Workplace Violence Prevention Safety Directive. • Assist Engineering with Fire System Upgrade Project Phase 3 to improve fire and life safety at the Treatment Plant. • Review and participate in the design and construction of the Solids Conditioning Building Project. • Consolidate District-wide Sprinkler 5-year testing and Certification. • Continue implementation of Safety on-boarding protocols which identify required training, medical evaluations, and testing for each position, and incorporate into the new Oracle Enterprise Resource Planning system.
