Alm General Manager District Counsel ISSUE Pursuant to a resolution adopted in 2012, the Board must conduct an annual review of Board Member compensation and benefits at a properly noticed public hearing held during the first quarter of each calendar year. BACKGROUND I n April 2011, Contra Costa Grand J ury Report No. 1104 contained recommendations that all cities and special districts conduct an annual public review of compensation and benefits provided to their respective Councils and Boards, and determine whether changes are warranted. I n response to those recommendations, in February, 2012, the Board adopted Resolution No. 2012-018, establishing a formal review of Board Member compensation and benefits to be held at a properly noticed public hearing during the first quarter of each year. Staff is updating its annual surveys of other local agencies containing information regarding Board Member meeting stipends and other compensation, including benefits, as well as a chart showing where the Central March 5, 2020 Regular Board Meeting Agenda Packet- Page 17 of 106 Page 2 of 2 San Board Member meeting stipend falls in comparison with other agencies. This information will be reviewed by the Board as part of a self-evaluation workshop scheduled for March 2, 2020. Due to scheduling issues during the first quarter, the Board will hold the 2020 annual public hearing to consider any changes to its compensation and benefits on April 2. ALTERNATIVES/CONSIDERATIONS None. FINANCIAL IMPACTS None. COMMITTEE RECOMMENDATION Setting of the public hearing was not reviewed by a Board Committee because Central San is required to hold a public hearing in accordance with Resolution No. 2012-018. RECOMMENDED BOARD ACTION 1. Temporarily waive the requirements of Resolution No. 2012-018 requiring a public hearing to review Board Member compensation and benefits be held during the first quarter each year, and 2. Set a public hearing for April 2, 2020 at 1:30 p.m. to review Board Member compensation and benefits and consider amending District Code Section 2.04.030, "Compensation of Board Members."
