HR Personnel Actions - Oct.-Dec. 2019 February 20, 2020 Regular Board Meeting Agenda Packet- Page 107 of 161 Page 2 of 5 ATTACHMENT 1 Board Meeting of February 20, 2020 General Manager Written Announcements CENTRAL SAN ACADEMY 1) Central San Academy Now Accepting Applications — Spring 2020 Session Begins March 11 The fifth Central San Academy will be held this spring, over seven classes meeting every Wednesday night from 6:00 p.m. to 8:30 p.m., beginning March 11 and ending on April 22. Classes will be held at the Collection System Operations Facility in Walnut Creek, except for the daytime facilities tour and evening graduation class, which will be held at the Martinez headquarters. Board President McGill will present on "Governance of a Public Agency" during the first night (March 11), and Board Members will be invited to participate in a town-hall-style Q&A on the final evening (April 22). As always, Board Members are invited to attend all classes. Sign-ups are open to the public now, and information and a link to the application can be found online at www.centralsan.org/academy. Staff has received 52 applications thus far and looks forward to continuing the tradition of welcoming interested members of the public to learn about Central San's services and programs. OUT-OF-AREA CONFERENCE ATTENDANCE 2) Staff to Attend California Association of Sanitation Agencies (CASA) Federal Legislative Conference in Washington, D.C. Communications and Intergovernmental Relations Manager Emily Barnett will travel to Washington D.C. to participate in the California Association of Sanitation Agencies (CASA) Federal Legislative Conference from February 23 through February 26, 2020. She will hear from members of Congress and the Environmental Protection Agency on issues relevant to CASA, and proposed legislation and regulations that could affect Central San. The cost of this conference is included in the Fiscal Year 2019-20 Technical Training, Conferences and Meetings Budget. 3) Staff to Attend 2020 Water and Energy Exchange (WEX) Global Conference in Spain The Water and Energy Exchange (WEX) will host their annual Global Conference in Spain, Monday, March 2 through Thursday, March 5, 2020. Director of Engineering and Technical Services Jean-Marc Petit was invited to present at the WEX Global conference and to participate on a panel to discuss Improving Energy February 20, 2020 Regular Board Meeting Agenda Packet- Page 108 of 161 Page 3 of 5 Written Announcements February 20, 2020 Page 2 of 3 Efficiency in Water and Wastewater Treatment. WEX Global will pay for the full conference registration and hotel accommodation. Travel expenses will be paid by Mr. Petit and the District will allocate his time for attending this conference. Mr. Petit will present a summary of the lessons learned from his conference participation at a future Board meeting. ENVIRONMENTAL COMPLIANCE 4) 2019 Title V Clean Air Act Annual Report Submitted Central San's Treatment Plant has two air quality permits: the annual Permit-to-Operate (PTO) issued and enforced by the Bay Area Air Quality Management District (BAAQMD), and the five-year Federal Title V Major Facility Air Permit (Title V Permit) issued and enforced by both BAAQMD and the United States Environmental Protection Agency. Central San is required to prepare a comprehensive report annually, summarizing its compliance status for both the Title V Permit and the PTO. The Title V Permit is a five-year permit. The current Title V Permit expires on March 12, 2020. To renew the Title V Permit, Central San was required to submit a renewal by September 11 , 2019. The Title V Permit renewal application was submitted to BAAQMD on August 28, 2019. During the reporting year of 2019, Central San complied with all Title V and PTO permit requirements except for eight permit deviations, which included seven furnace bypass events and one natural gas feed rate exceedance on Multiple Hearth Furnace 2. Of the eight permit deviations, BAAQMD has issued five Notices of Violations (NOV). Four of the NOVs were for furnace bypass events and one was for the natural gas feed rate exceedance. Regulatory Compliance staff works closely with the Operations and Maintenance divisions to identify the root cause of each permit deviation, implement any necessary improvement actions, and communicate the findings and response actions to BAAQMD. The 2019 Title V Clean Air Act Annual Report was submitted to BAAQMD on January 29, 2020. A copy of the report is available upon request from the Secretary of the District. CONTRACTS & AGREEMENTS — QUARTERLY UPDATE 5) General Manager Authorized Contracts, Agreements, Etc. - Fourth Quarter 2019 The Board has delegated various authorities to the General Manager via Board Policy No. BP 037 — Delegation of Authority to General Manager, including the authority to enter into certain agreements and contracts on behalf of the District. Also, the Board has requested notification of certain legal claim settlements.
