Bailey General Manager ISSUE The Board of Directors (Board) must award the contract or reject bids within 50 days of the bid opening. Authorization is required for the General Manager to execute the Contract Documents subject to submittal requirements and include up to a 15-percent contingency. The General Manager also needs Board authorization to amend an existing professional engineering services agreement, which is over the General Manager's delegated authority. BACKGROUND The Treatment Plant Safety Enhancements — Phase 5, District Project (DP) 7364 (Project) includes facility improvements to construct an exterior emergency exit stairway for the control room and electrical February 20, 2020 Regular Board Meeting Agenda Packet- Page 83 of 161 Page 2 of 6 room in the Solids Conditioning Building (SCB). The stairway was identified as a safety improvement during a fire safety study conducted a few years ago. There is currently a single exit path from the control room and the additional exit stairway will provide a secondary and more direct egress route during an emergency. It will also provide an additional means to access other floors of the SCB and the other nearby facilities. Due to the major seismic improvements planned under the Solids Handling Facility Improvements, DP 7348 (Solids Project), staff decided to coordinate and design the new stairway using the Solids Project design team lead by Black and Veatch Corporation (B&V). Overall, the scope of work performed under the Project consists of building a new exterior three-story metal stairway and platform system on the southeast area of the SCB. The new stairway will also be needed as the existing SCB stairway will be modified and temporarily out of service during the Solids Project. Other work including foundation, modifications to the existing building exterior, and lighting will be done under the Project.A project location map is shown in Attachment 1. The Engineer's construction estimate was $650,000. The Project was advertised to bid on January 6 and 13, 2020. Five sealed bids ranging from $687,500 to $1,327,000 were received and publicly opened on January 30, 2020. The Capital Projects Division conducted a technical and commercial review of the bids and determined that Sonnikson and Stordahl Construction, Inc. is the lowest responsive and responsible bidder with a bid amount of $687,500. A summary of bids received is shown in Attachment 2. Staff will administer the construction contract and will provide contract management, administration, and office engineering. Inspection services will be provided under an existing agreement with Consolidated Construction Management, Inc. Staff recommends retaining B&V to provide construction support services for this Project because of their roles as the architect and structural firm in preparing the plans and specifications. B&V will perform submittal reviews, address requests for information, and provide direction for any proposed design changes. I n addition, B&V will coordinate with the Fire Department during the permit process for fire and life safety purposes, and provide final record drawings for the Project. A new amendment has been negotiated with B&V to provide services during construction in an amount not to exceed $120,000. CEQA: Staff has concluded that this Project is exempt from CEQA under Central San's CEQA Guidelines Section 15301, since it involves minor alterations to existing public facilities involving no expansion of use. Approval of this Project will establish the Board's independent finding that this Project is exempt from CEQA. ALTERNATIVES/CONSIDERATIONS The Board may elect to reject bids and postpone the construction of the Treatment Plant Safety Enhancements - Phase 5 project to a future fiscal year. However, this is not recommended as this work is necessary prior to the Solids Project for the safety of Central San staff, outside contractors, and visitors. FINANCIAL IMPACTS The total estimated project cost is $1,180,000, which includes the construction contract, contingency, construction management, and consultant costs, as detailed in Attachment 3. All planning and design pre- bid expenditures was originated under the Solids Project and will be transferred to the Project upon authorization of the construction award. The Project construction budget was included in the Fiscal Year 2019-20 Capital Improvement Budget on page 194 at$700,000; additional funds are required to complete the Project. The increase in project cost is due to the following factors: February 20, 2020 Regular Board Meeting Agenda Packet- Page 84 of 161 Page 3 of 6 • The budgetary figure was derived from a single stairway without platforms and access to other building exits; • Current building and fire code compliance added costs for additional lighting and other egress related items; and • Additional design was needed to meet the seismic standards developed under the Solids Project, which resulted in more structural components to build. There are sufficient funds available in the Solids Project budget; therefore, a budget transfer in the amount of $480,000 will be made to fund this Project. COMMITTEE RECOMMENDATION The Engineering and Operations Committee reviewed this matter at the February 4, 2020 meeting and recommended approval of the subject. RECOMMENDED BOARD ACTION Staff recommends the following: 1. Find that the Project is exempt from CEQA; 2. Award a construction contract in the amount of$687,500 for the construction of the Treatment Plant Safety Enhancements — Phase 5, District Project 7364, to Sonnikson and Stordahl Construction, Inc., the lowest responsive bidder; 3. Authorize an amendment to the existing professional services agreement with Black and Veatch Corporation in the amount of $120,000 for engineering construction support services; and 4. Authorize the General Manager to execute Contract Documents subject to submittal requirements and include up to a 15-percent contingency.
