The other ten wastewater plants in this region are either currently treating their
discharge for ammonia removal or in process of installing treatment equipment.
What are the SRWTP issues?
• Ammonia Removal due to toxicity, contribution to
phytoplankton reduction and reduced dissolved oxygen
downstream
• Nitrate Removal to .26 m I ....at limits of
technology... much more imited data on impacts but
based on restoring the optimum ratio of
Nitrogen /Phosphorus
• Pathogen Removal via filtration and disinfection to full
Title 22 (same level as our recycled water) particularly
protozoan removal (Giardia & Crypto)
• Reduction in chlorinated by products and chlorine
residual violations suggest using Ultra Violet Disinfection
• No Dilution Allowed..... all requirements met "end of
pi a "...because no area of bypass for fish (current permit
allows 14:1)

Why do we care?
• Sacramento Regional Discharge ultimately
reaches Suisun Bay where we
discharge... contribute 90% of ammonia
reaching Suisun Bay.
• First permit issued since studies regarding
ammonia link to pelagic organism decline
have been publicized.... how will regulatory
agencies view this work?
• Central Valley Regional Board actions
may set precedents for San Francisco
Regional Board .

Who is concerned that new
requirements are too aggressive?
• BACWA

• TriTac (League of Cities /CASA/CWEA)

• Sacramento Regional Sanitation District
Was commenting our best
strategy?
• Additional treatment at SCRSD improves the quality of
Suisun Bay, where we discharge.
• Requirements for levels of treatment that will not
measurably improve water quality to support beneficial
uses are not a good use of public monies.
• On balance decided that measured comments were best
approach..... asked to consider cost : benefit.
• Our focus should be working with our own Regional
Board on studies they are conducting on ammonia and
nitrate impacts in Suisun Bay.
• Our permit will expire March 31, 2012......... stay tuned.
