Kelly, G.M. Initiating DeptiDiv.: General Manager REVIEWED AND RECOMMENDED FOR BOARD ACTION: J~ elly, General Manager ISSUE: Appointment of managers requires Board approval. RECOMMENDATION: Appoint Margaret Orr as Director of Plant Operations, M-2C ($11,993.33-$15,149) effective August 30, 2010 and adopt the attached resolution. FINANCIAL IMPACTS: Filling vacant position. All salary and benefit costs are budgeted. The District will reimburse Ms. Orr up to $6,000 in moving expenses. ALTERNATIVES/CONSIDERATIONS: Direct the General Manager to continue recruitment. BACKGROUND: Douglas Craig retired as the Director of Plant Operations on March 30, 2010. In April 2010, the District hired Bob Murray and Associates to conduct a recruitment to fill the position. On July 20, 2010, an outside oral panel of subject experts was convened to interview the top eight candidates for the position. Ms. Orr was unanimously recommended by the panel for her outstanding qualifications and experience in the field of wastewater management. Ms. Orr has a B.S. in Biology from Benedictine University in Illinois, an M.S. in Biology from Tennessee Technological University, and a M.S. in Environmental Engineering from Virginia Polytechnic Institute and State University. She is a Registered Engineer in the State of California and has a Grade V Wastewater Operator certificate. She is < member of CWEA, AWWA, ASCE, Water Reuse and WEF. Currently, she has been the Engineering Manager for the City of Petaluma for the past seven years, where she has managed all environmental programs including the laboratory. Ms. Orr's appointment was reviewed by the Human Resources Committee at its July 28, 2010 meeting. Her first day of work is expected to be August 30, 2010. RECOMMENDED BOARD ACTION: Appoint Margaret Orr as Director of Plant Operations, M-20 ($11,993.33-$15,149) and adopt the attached resolution. RESOLUTION NO. 2010- A RESOLUTION APPOINTING MARGARET ORR TO THE POSITION OF DIRECTOR OF PLANT OPERATIONS BE IT RESOLVED by the Board of Directors of the Central Contra Costa Sanitary District as follows: THAT, effective August 30, 2010, Margaret Orr be appointed to the position of DIRECTOR OF PLANT OPERATIONS, Pay Range M-20, $11,993-$15,149, and be entitled to benefits normally accorded to the Management Group.
