ISSUE: On June 28, 2010, four sealed bids were received and opened for the
construction of the Treatment Plant Cathodic Protection System Upgrade Project,
District Project 7254. The Board of Directors must award the contract or reject bids
within 50 days of the bid opening. Authorize the General Manager to execute the
contract documents subject to SUBMITTAL requirements. Authorize the General
Manager to execute an amendment to the Professional Engineering Services
Agreement over $50,000.
RECOMMENDATION: Find that the project is exempt from the California
Environmental Quality Act (CEQA), award a construction contract, and authorize the
General Manager to execute the Contract Documents subject to favorable review of
insurance certificates, bond submittals, appropriate Contractor license, and any other
required submittals (SUBMITTALS); and authorize the General Manager to execute an
amendment to the Professional Engineering Services Agreement with
JDH Corrosion Consultants, Inc. (JDH).
FINANCIAL IMPACTS: Approximately $600,000, including design, bid price,
contingency, and construction management.
ALTERNATIVES/CONSIDERATIONS: Reject all bids, which is not recommended.
BACKGROUND: In 2007, JDH evaluated the condition of the District's existing
Cathodic Protection System at the treatment plant, pumping stations, and collection

system and incorporated the information into the 2007 Cathodic Protection Master Plan.
This document recommends and prioritizes improvements that are needed and
includes a computerized database that District staff is able to update on a real-time
basis.
This Treatment Plant Cathodic Protection Improvement Project will implement
recommendations from the 2007 Cathodic Protection Master Plan. The project will
install seven deep wells and three distributed-bed anodes to protect the underground
metal piping infrastructure of the treatment plant site. Additionally, the project will
modify and replace worn components in the existing cathodic protection system.
Attachment 1 shows the location of this project work.
In January 2009, District staff executed a Professional Engineering Services agreement
with JDH to prepare design drawings and specifications to renovate the cathodic
protection system for the treatment plant. JDH and District staff prepared the plans and
specifications for the project. The Engineer's estimate for construction of the Treatment
Plant Cathodic Protection System Upgrade Project, District Project 7254, is $475,000.
This project was advertised on June 9 and 14, 2010. Four sealed bids, ranging from
ranging from $269,621 to $442,329 were received and publicly opened on
June 28, 2010. The Engineering Department conducted a technical and commercial
review of the bids and determined that Corrpro Companies, Inc. is the lowest
responsive bidder, with a bid amount of $269,621. A summary of bids received is
shown in Attachment 2.
This project is included in the fiscal year (FY) 2010-2011 Capital Improvement Budget
(CIB) on page TP-78. Staff has conducted acash-flow analysis of the Treatment Plant
Program budget and concluded that adequate funds are available for this project.
District staff will perform construction management, contract administration, inspection,
survey, office engineering, and submittal review. JDH has performed satisfactorily
during the design phase of this project and staff recommends retaining JDH to provide
construction support services during construction of this project. The construction
supports services include reviewing shop drawings and submittals, responding to
design questions, evaluating change order requests, and performing site visits to verify
compliance with the design intent. Staff has negotiated an amendment to the
professional engineering service agreement with JDH in the amount of $20,000. This
will bring the total contract cost for design and construction support services to $54,965.

The funds required to complete this project, as shown in Attachment 3, are $410,000.
The total cost of the Treatment Plant Cathodic Protection System Upgrade Project,
District Project 7254, is anticipated to be $600,000.
Staff has concluded that this project is exempt from the California Environmental
Quality Act (CEQA) under District CEQA Guidelines, Section 15301, since it involves
minor alterations to an existing public facility involving negligible or no expansion of use.
Approval of this project will establish the Board of Directors' independent finding that
this project is exempt from CEQA.
RECOMMENDED BOARD ACTION: Staff recommends the following:
1. Find that the project is exempt from CEQA,
2. Award a construction contract in the amount of $269,621 for the construction of
the Treatment Plant Cathodic Protection System Upgrade Project,
District Project 7254, to Corrpro Companies, Inc., the lowest responsive bidder,
3. Authorize the General Manager to execute the Contract Documents subject to
SUBMITTAL requirements, and
4. Authorize the General Manager to execute an amendment to an existing
professional service agreement with JDH Corrosion Consultants, Inc. in the
amount of $20,000 to review shop drawings and submittals, respond to design
questions, evaluate change order requests, and perform site visits to verify
compliance with the design intent.
