ISSUE: A registration differential salary increase requires approval by the Board of
Directors.
RECOMMENDATION: Grant Associate Control Systems Engineer William McEachen
a one-step increase of his basic salary effective July 16, 2010.
FINANCIAL IMPACTS: One-step salary increase.
ALTERNATIVES/CONSIDERATIONS: None
BACKGROUND: William McEachen is an Associate Control Systems Engineer in the
Plant Operations Department. The Memorandum of Understanding (MOU) between
the Management Support/ Confidential Group and Central Contra Costa Sanitary
District provides for a salary increase for employees who achieve registration or license
as a Professional Engineer while employed by the District in a position not requiring
such registration or license. An Associate Control Systems Engineer does require
registration as a Professional Engineer. Mr. McEachen has held a Professional
Engineer license in the branch of Control Systems for approximately 16 years, meeting
the requirements of the position. In addition to Control Systems, Mr. McEachen has
increasingly been involved in computer responsibilities and activities. These activities
include design, installation, and maintenance of computer systems, workstations,
servers, power supplies, and wiring. Because of the District's reliance on computer-
based information technology to monitor and manage wastewater treatment processes,
it is beneficial to the District for Mr. McEachen to be licensed as an Electrical Engineer
as well as a Control Systems Engineer.
Mr. McEachen was notified in a letter dated July 16, 2010, that he has passed all
required examinations and is now licensed as a Professional Engineer in the branch of
Electrical Engineering in California (see Attachment 1). Mr. McEachen has

demonstrated the professional judgment and skill required of a Computer Systems
Administrator specific to software, hardware, and networking.
The Human. Resources Committee reviewed this matter at its meeting on July 28, 2010.
RECOMMENDED BOARD ACTION: Grant Associate Control Systems Engineer
William McEachen cone-step increase of his basic salary effective July 16, 2010, as
the registration differential increase provided for in the MOU.

We are pleased to inform you that you have successfully passed the April 2010 Electrical Engineer
examination. This letter will serve as temporary evidence that you now hold a valid license as a
Professional Electrical Engineer. A formal certificate, which will include your license number, will be
prepared and mailed to you within four to six weeks.
Please refer to the California Code of Regulations (Board Rules) for Professional Engineers and Land
Surveyors (Title 16, Division 5, Sections 400-474.5) for information on the following subjects that are your
responsibility. These Rules can be found on our website at http://www.pels.ca.gov/licensees/laws.shtml

Rule 415 -Practice within Area of Competence
Of particular importance is that all licenses are subject to renewal, and payment of a renewal fee is required.
A renewal notice will be mailed to you several weeks before the expiration date of your Electrical engineer
license. If you do not receive a renewal notice, you are still responsible for renewing your license.
You may purchase a seal or stamp from any stationary store or rubber stamp company. Board Rule 411
provides specific criteria on seals.
Notices and newsletters from the Board Office cannot reach you unless we have your current mailing
