BAILEY, GENERAL MANAGER SUBJECT: ADOPT RESOLUTION NO. 2020-001 COMMENDING OUTGOING BOARD PRESIDENT DAVID R. WILLIAMS FOR HIS SERVICE Attached is a proposed resolution commending outgoing Board President David Williams for his service as President of the Board of Directors during 2019. ATTACHMENTS: 1. WILLIAMS FOR HIS SERVICE AS PRESIDENT OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT BOARD OF DIRECTORS WHEREAS, David R. Williams was appointed to serve as President of the Board of Directors of the Central Contra Costa Sanitary District (Central San) for 2019; and WHEREAS, under his able leadership, Central San accomplished significant goals and objectives, promoting the vision, mission and values of the District as a high- performance, innovative, and fiscally responsible organization that provides exceptional customer service and regulatory compliance at responsible rates; and WHEREAS, Central San accomplished the following milestones during 2019: • Transitioned all employees to the CalPERS health plan, resulting in annual cost savings of $5.8 million for Fiscal Year 2019-20 and significantly reducing other post-employment benefit liability for future retiree health costs • Adopted a four-year Sewer Service Charge rate schedule, providing financial certainty to customers • Was approved for $89.6 million of low-cost loan funding from the State Water Resources Control Board Revolving Fund • Reduced the Operations and Maintenance budget • Achieved $9.8 million in favorable budget variances from the prior fiscal year. • Affirmed AAA bond rating, reflecting continued strong financial management practices • Fully funded fiscal reserves, providing a foundation for continued and future financial stability • Completed the fourth year of the Citizens Academy, designed to increase awareness of important core services provided to customers and gain feedback • Conducted a Board self-evaluation workshop, focusing on good governance • Commenced implementation of a new Enterprise Resource Planning System • Advanced the internal audit function, received an unmodified (clean) audit opinion on the Comprehensive Annual Financial Report (CAFR), and completed a strategic risk assessment • Completed a business process assessment and inaugurated an Optimizations Program to identify opportunities to increase efficiency and effectiveness WHEREAS, during 2019, President Williams also served as Chair of the Board's Administration Committee, providing oversight and review of hiring practices, strategic planning, policy development, internal audit, and security issues; and WHEREAS, during his tenure, Central San received the following awards: • Platinum 21-Peak Performance Award from the National Association of Clean Water Agencies signifying that Central San's treatment plant met all the National Pollutant Discharge Elimination System (NPDES) requirements, for the 20t" consecutive year • Utility of the Future Today January 16, 2020 Regular Board Meeting Agenda Packet- Page 7 of 232 Page 3 of 3 Central Contra Costa Sanitary District Resolution No. 2020-001 Page 2 of 2 • Numerous awards from industry organizations for Central San's student education program • Transparency Certificate of Excellence from the California Special District Leadership Foundation, for the fourth time • Government Financial Officers Association Distinguished Budget Award, demonstrating clarity and transparency • Certificate of Achievement of Excellence in Financial Reporting for the CAFR, for the 19th consecutive year • Achievement of Excellence in Procurement Award from the National Procurement Institute • Excellence in Information Technology Practices Award from the Municipal Information Systems Association of California NOW, THEREFORE, BE IT RESOLVED that David R. Williams is commended for his distinguished service and leadership at Central San during his year as Board President. PASSED AND ADOPTED this 16th day of January 2020. Michael R.
