WILLIAMS FOR HIS SERVICE AS EXECUTIVE DIRECTOR OF THE BAYAREA CLEAN WATERAGENCIES Attached is the resolution commending David R. Williams for his service as Executive Director of the Bay Area Clean Water Agencies (BACWA). WILLIAMS FOR HIS SERVICE AS EXECUTIVE DIRECTOR OF THE BAY AREA CLEAN WATER AGENCIES WHEREAS, David R. Williams began his tenure as Executive Director of the Bay Area Clean Water Agencies (BACWA) in January 2013. WHEREAS, under the able leadership of Mr. Williams for the last seven years, BACWA accomplished significant goals and objectives, including promoting sound science in the development of regulations, ensuring practical regulation for nutrients and contaminants of emerging concern, fostering broad collaboration amongst the membership and regulatory bodies, and successfully managing future financial flexibility for BACWA; and WHEREAS, under his leadership, BACWA provided superior service to its membership, bolstered BACWA's reputation as a trusted collaborator regionally, and pursued projects that help members fulfill regulatory requirements and conserve resources while also benefiting the San Francisco Bay and its residents; and WHEREAS, Mr. Williams also served as a Board Member of BACWA for 23 years, ensuring sound regional input was provided at the State and Federal level on key regulations and legislation impacting the BACWA membership; and WHEREAS, during his tenure as the BACWA Executive Director, he was dedicated to ensuring that the region's needs and concerns were clearly communicated at regional, state, and national forums; and WHEREAS, Mr. Williams is a current Board Member of the San Francisco Estuary Institute/Aquatic Science Center, served as President of the California Association of Sanitation Agencies (2014-2015), President of the National Association of Clean Water Agencies (2011-2012), and President of the California Water Environment Association, San Francisco Bay Section (1997-1998); and WHEREAS, Mr. Williams holds a Master of Science Degree in Civil/Sanitary Engineering and a Bachelor of Science Degree in Civil Engineering from Purdue University, and a Master of Science Degree in Business Administration from U.C. Berkeley, and served three years as an officer in the United States Army during the Vietnam era; and WHEREAS, under his leadership, Mr. Williams helped build a more positive relationship between the membership, regulatory agencies, and other stakeholders throughout the region. NOW, THEREFORE, BE IT RESOLVED that David R. Williams is hereby commended for his distinguished service and leadership to BACWA during his tenure as Executive Director, resulting in the continued success of BACWA as a high-performance December 19, 2019 Regular Board Meeting Agenda Packet- Page 195 of 260 Page 3 of 3 Central Contra Costa Sanitary District Resolution No. 2019-077 Page 2 of 2 organization committed to serving its member agencies and helping them protect the San Francisco Bay environment.
