BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON THE MOST RECENT MEETING OF THE BAYAREA CLEAN WATER AGENCIES (BACWA) BACWA Meetings & Upcoming Events: • November 15, 2019: Last Executive Board Meeting • December 20, 2019: Next Executive Board Meeting • January 8, 2020: Joint Meeting with Regional Water Quality Control Board • January 10, 2020: BACWAAnnual Members Meeting Ocean Protection Council Five-Year Plan: • California Association of Sanitation Agencies (CASA) submitted a joint coalition letter in November 2019. They received an extension for additional comments and adoption, previously reported at the November 18, 2019 Real Estate, Environmental, and Planning Committee meeting. Comments are due December 13, 2019. CASA will hold a strategy call on December 2, 2019. Contaminants of Emerging Concern (CEC): • The CEC white paperwill be produced bythe San Francisco Estuary Institute (SFEI), on behalf of the State to prioritize and manage how CECs are dealt with in California. S F E I will engage with BACWA on this item. Environmental Laboratory Accreditation Program (ELAP): • The State Water Board will hold a hearing on December 18, 2019, on the proposed new laboratory rules.
