SUBJECT: ADOPT RESOLUTION NO. 2019-073 COMMENDING JERRYBROWN, P.E.,
FOR HIS SERVICE AS GENERAL MANAGER OF THE CONTRA COSTA
WATER DISTRICT
Jerry Brown, P.E., will retire at year end after serving nearly ten years as Contra Costa Water District's
(CCW D) General Manager. Attached for the Board's consideration is a proposed resolution commending
Mr. Brown for his service during his tenure at CCWD.

RESOLUTION COMMENDING JERRY D. BROWN, P.E.
FOR HIS SERVICE AS GENERAL MANAGER OF THE
CONTRA COSTA WATER DISTRICT
WHEREAS, Jerry D. Brown was appointed to serve as General Manager of the Contra
Costa Water District (CCWD) in September 2010; and
WHEREAS, under the able leadership of Mr. Brown, CCWD accomplished significant
goals and objectives, including promoting a strong safety culture, constructing resilient
and climate-adapted facilities, successfully managing future financial flexibility of District
investments in infrastructure, and fostering the passage of key legislation that
authorized the title transfer of the Contra Costa Canal to CCWD; and
WHEREAS, under his management, CCWD provided superior service to customers,
bolstered the District's reputation as a trusted regional partner, and fulfilled CCWD's
mission to strategically provide a reliable supply of high-quality water at the lowest cost
possible, in an environmentally responsible manner; and
WHEREAS, Mr. Brown also served as Board Member of the Association of Metropolitan
Water Agencies, California Urban Water Agencies, and the Bay Area Council ensuring
sound regional input was provided at the State and Federal level on key water
legislation and issues; and
WHEREAS, during his tenure with CCWD he was a dedicated member of the American
Water Works Association and served on the Direct Potable Reuse Standards
Committee and the Reclaimed Water Standards Committee; and
WHEREAS, Mr. Brown is an active member of the American Society of Civil Engineers,
where he was past chair of the Committee on Engineering Management and Business
Practices. He was also past Vice-Chair and an Executive Committee Member of
CalDesal; a group focused on advocacy for water desalination; and
WHEREAS, during his tenure Mr. Brown authored several papers and articles focused
on water and wastewater management, construction, and engineering and participated
as the United States delegate to the Global Water Operator Partnership Alliance
steering committee; and
WHEREAS, Mr. Brown is a registered Civil and Mechanical Engineer in California. He
holds a Bachelor's Degree in Mechanical Engineering from California State University at
Northridge, a Master's Degree in Civil Engineering from the University of Southern
California, and a Master's Degree in Business Administration from California State
University at San Jose; and
WHEREAS, before starting with CCWD, Mr. Brown began his career with the Los
Angeles Department of Water and Power, then transitioned to work with the East Bay
Municipal Utility District, and also has worked with the San Jose Water Company, an
investor-owned water utility. His 33 years of experience have spanned the public and
private sectors and include planning, design, construction, operation, and maintenance
of water, wastewater and water recycling systems for urban areas; and

WHEREAS, under his leadership, Mr. Brown helped build a more positive relationship
between CCWD and Central San for the betterment of both agencies, including the
April 30, 2018, adoption of the Memorandum of Understanding between CCWD, Central
San and the Santa Clara Valley Water District to conduct a preliminary feasibility
evaluation of the refinery Recycled Water Exchange Project that would help expand
important regional water partnerships and work towards innovative solutions that
increase regional water resiliency efforts; and
NOW, THEREFORE, BE IT RESOLVED that Jerry D. Brown is hereby commended for
his distinguished service and leadership to CCWD during his tenure as General
Manager, resulting in the continued success of the District as a high-performance
organization committed to exceptional customer service and fiscal responsibly,
providing high-quality water at the lowest cost possible.
