AWARDS AND COMMENDATIONS
1) Central San Receives Certificate of Achievement for Excellence in Financial
Reporting (CAFR) Award
The Certificate of Achievement for Excellence in Financial Reporting has been awarded
to the District by the Government Finance Officers Association (GFOA) for its
comprehensive annual financial report (CAFR) for the fiscal year ended June 30, 2018.
This is the 19th consecutive year the District has received this award, which is the highest
form of recognition in the area of governmental accounting and financial reporting, and its
attainment represents a significant accomplishment by a government and its
management.
An Award of Financial Reporting Achievement is awarded to the individual(s),
departments or agency designated by the government as primarily responsible for
preparing the award-winning CAFR. The CAFR was judged by an impartial panel to meet
the high standards of the program including demonstrating a constructive "spirit of full
disclosure" to clearly communicate its financial story and motivate potential users and
user groups to read the CAFR.
DEVELOPMENT SERVICES
2) Annual Notices Sent to Reimbursement Account Holders
Central San provides a reimbursement program so that costs of mainline sewer
extensions can be shared among property owners. Each year, in accordance with District
Code, annual notices are mailed to the holders of reimbursement accounts (installers).
This year, a total of 76 annual notices were mailed on October 18, 2019.
Installers were reminded of the need to keep Central San informed of any change of
address. Installers were asked to update their information and return the notice to Central
San in the prepaid envelopes provided. Having current address information will enable
staff to notify Installers when reimbursement fees are collected on their behalf. Installers
were also informed of the expiration dates of their accounts. Staff will continue to make
reasonable efforts to locate installers.

OUT-OF-STATE CONFERENCE
3) Staff to Present at Hawaii Water Environment Association's 10' Biennial
Collection Systems Conference in Kaneohe, Hawaii
On behalf of the Hawaii Water Environment Association (HWEA), the Water Environment
Federation (WEF) has invited Resource Recovery Program Manager Melody LaBella to
present at HWEA's 10t" Biennial Collection Systems Conference in Kaneohe, Hawaii on
the island of Oahu on Wednesday, November 20, 2019. Her presentation on "An Update
on the Wastewater Industry's War Against Wipes" will be given during the conference's
lunch session to an audience of approximately 300 people. The California Water
Environment Association and its San Francisco Bay Section will be contributing $550 to
Ms. LaBella's travel expenses and they will not be covered by Central San; however, time
will be allocated for Ms. LaBella's attendance at the conference.
