Pleasant Hill Earthquake on 10/ 14/19 Public Safety Power Shutoffs occurred on 10/9- 11 / 19 and 10/26-28/ 19 Lafayette Fire on 10/27/19 threatens CSO Agenda for the annual EOC Activation exercise on 10/29/19 was revised to include a detailed debriefing on all 3 events . Ops called in Maintenance personnel to assist with repairs to furnace emergency shut off valve . General Manager reports operational status to Board within 30 minutes of event. Plant operations stabilize by 11 : 30 , less than 1 hour after the event. EARTHQUAKES - LESSONS 1--. EARNED Need a single point of contact in the control room so shift supervisor can focus on stabilizing plant rather than answering the phone . Plant Ops Manager monitors and reports to GM, others as needed. Consider a mandatory reporting threshold . Management currently monitors event status by phone until severity is determined. What if phone service isn't available? Identify tools to create a virtual whiteboard . Record multiple status reports in a single shared space. IT researching ways to accomplish this with existing software. 4W J- 1 PUBLIC SAFP:-rxf POWER SHUT Prior planning for PSPS improved Central San's preparedness: Presentation to Board on 7/25/19 Staff attended PG&E Meeting with Co Co County Public Entities on 8/1/19 PG&E Reps Meets with Central San on 8/19/19 Operations Meeting on 9/17/19 to review response priorities in case shutdowns were proposed Shutdowns affecting Central San facilities occurred on 10/9- 11 /19 and 10/26-28/19 CONTINUED Shutdowns affected pump stations in Orinda During these outages a Pump Station Operator was stationed at Orinda Crossroads 24/7 to respond as needed to affected stations Sewer service remained uninterrupted Backup generators operated as expected Pump Station Operator delivered fuel to resupply generators at affected stations Transition back to PG&E power accomplished seamlessly PSPr LESSONS LEARNED Advance planning can mitigate or eliminate most impacts (given the scope of shutoffs to date) . Response plans worked as intended , equipment performed as expected . My i 4 !'I�r� - n #� t�zLvacuation Area tor Latayette Fire P' 1 ,',no* ACTIVATION CONTINUPF- 2 :55 pm - General Manager activated the EOC Call out tree: GM contacted Executive Team who then contacted additional staff as the event warranted 3 : 10 pm - EOC is operational Began monitoring news channels, Sheriff dispatch channel , social media Continued communications with field responders EOC staff surveyed TP site for wind damage j %wo fixr- IVP ION CONTINUi= n 3:50 pm - PS Supervisor reports: all pump stations are undamaged ConFire reduces boundaries of evacuation zone, CSO no longer within it. 4:01 pm — General Manager updated Board via email , decides to keep EOC open to monitor conditions until wind speed drops below 20 mph . 5:57 pm — EOC deactivated 6:20 pm — County EOC notified of deactivation 1 EOC ACTIVATION EARNED Different branches of law enforcement vary in how they control access in evacuation zones. Disaster Service Worker notice on badge did not guarantee access. Some procedural start up activities were skipped or forgotten . Staff is developing EOC start up instructions and materials. :j§ EOC can be used effectively to monitor developing w. events, not just to coordinate disaster responses. BOARD RINE P CENTRAL CONTRA COSTA SANITARIA DISTRICT EMERGENCY OPERATIONS PLAN Board r Directors The role of the Board of Directors during an emergency is to support the Director of Emergency Services and the activities of the Emergency Operation Center (EOC). The Board President and the Board .Members do not have a direct role in emergency operations.
