Third Quarter 2019 HR Report October 17, 2019 Regular Board Meeting Agenda Packet- Page 77 of 82 Page 2 of 6 ATTACHMENT 1 Board Meeting of October 17, 2019 General Manager Written Announcements PUBLIC BIDDING 1) District-Wide Sewer Closed Circuit Television (CCTV) Inspection Project The District-Wide Sewer CCTV Inspection Project primarily consists of an annual internal inspection of approximately 750,000 feet of sewers, various diameters, and appurtenant manholes throughout the service area. This inspection is part of Central San's ongoing sewer pipeline condition assessment program. In addition, sewers requiring TV inspection for sewer renovation design projects are included in the project contract. The contract is for a duration of three years. This Project will be advertised on October 21 and 28, 2019 with a bid opening scheduled for November 6, 2019. The annual inspection cost is estimated at $1 ,000,000 with the total three years cost at $3,000,000. More information will be presented when the Board is asked to award the contract, tentatively scheduled for December 5, 2019. OUT-OF-STATE CONFERENCE ATTENDANCE 2) Staff to Attend ARMA Conference: Information Management Education and Networking Conference in Nashville, Tennessee Administrative Services Supervisor for the Records Program Lupe Saldana will be attending ARMA International's annual exposition, October 20-23, 2019, in Nashville. Information governance and records management professionals from various industries attend the conference seeking solutions in document, content, and records management. The conference provides educational sessions focused on the latest trends and solutions in all facets of information management, and exhibitor demonstrations of technology products for managing records, including solutions in use by Central San such as Versatile Enterprise (to manage archived physical records) and Laserfiche (electronic documents repository.) Conference attendance was included in the Fiscal Year 2019-20 Secretary of the District's Technical Training, Conference and Meetings budget. 3) Staff to Attend and Present at American Water Summit in Houston, Texas, on `The Next Generation Water Future' General Manager Roger S. Bailey and Senior Engineer Dana Lawson will be attending the American Water Summit 2019, which will be held in Houston, Texas, November 13- 14, 2019. Mr. Bailey nominated Ms. Lawson for a speaking role in `The Next Generation Water Future' portion of the program during which each next generation water leader will present his or her aspirational vision, and together, the mentee and mentor will discuss/present the newly created roadmap. American Water Summit is the foremost October 17, 2019 Regular Board Meeting Agenda Packet- Page 78 of 82 Page 3 of 6 Written Announcements October 17, 2019 Page 2 of 4 gathering of leaders from the North American water business, last year bringing together over 350 high-level attendees from across the United States, Canada, and the globe. This year's theme will be 'Leadership for a Sustainable America.' While this mentoring opportunity for Ms. Lawson was unplanned, there are enough funds available in the Fiscal Year 2019-20 Technical Training, Conferences and Meetings budget for her to attend the conference. 4) Staff to Attend NACWA's National Clean Water Law & Enforcement Seminar in Austin, Texas Environmental and Regulatory Compliance Division Manager Lori Schectel will be attending the National Association of Clean Water Agencies' (NACWA's) National Clean Water Law and Enforcement Seminar in Austin, Texas from November 20-22, 2019. The seminar will focus on the legal and regulatory challenges facing the municipal clean water community. The cost of attending the conference was included in the Fiscal Year 2019-20 Technical Training, Conference and Meetings budget. CONTRACTS & AGREEMENTS— QUARTERLY UPDATE 5) General Manager Authorized Contracts, Agreements, Etc. - Third Quarter 2019 The Board has delegated various authorities to the General Manager via Board Policy No. BP 037 — Delegation of Authority to General Manager, including the authority to enter into certain agreements and contracts on behalf of the District. Additionally, the Board has requested an announcement when construction projects have been accepted, which occurs when the Notice of Completion is recorded with the County Recorder's Office. Also, the Board has requested notification of certain legal claim settlements.
