BAILEY, GENERAL MANAGER SUBJECT: ADOPT RESOLUTION NO. 2019-055 ENCOURAGING AND PROMOTING POLLUTION PREVENTION AND DECLARING SEPTEMBER 16-22, 2019 AS POLLUTION PREVENTION WEEK Pollution Prevention Week begins every year starting on the third Monday in September. This event is recognized nationally and is used to encourage pollution prevention awareness. Central San has actively supported Pollution Prevention Week since it started in California in 1993, including adopting a resolution each year proclaiming Pollution Prevention Week in Central San's service area. Central San's Pollution Prevention Week activities include: • Pollution Prevention Week Resolution highlighting Central San's ongoing commitment to pollution prevention • Household Hazardous Waste Facility • Mt. View Sanitary District Partnership • Contra Costa Green Business Program Partnership • Contra Costa Clean Water Program Partnership • Pharmaceutical Disposal Program • Education and Outreach Programs • Visionary Partner of Sustainable Contra Costa • Social Media Post • Recap of Awards featured in the Lateral Connection and Pipeline • Annual Awards Program o Sustainable Contra Costa Gala Event on September 17, 2019 Staff recommends adoption of the attached proposed resolution declaring September 16-22, 2019 as this year's Pollution Prevention Week at Central San. Pollution Prevention Week Proposed Resolution September 5, 2019 Regular Board Meeting Agenda Packet- Page 146 of 201 Page 3 of 5 RESOLUTION NO. 2019- CENTRAL CONTRA COSTA SANITARY DISTRICT RESOLUTION DECLARING POLLUTION PREVENTION WEEK WHEREAS, it is the mission of the Central Contra Costa Sanitary District to protect public health and the environment; and WHEREAS, the presence of hazardous substances in homes and businesses in the Central Contra Costa Sanitary District service area, which could be improperly discharged to sanitary sewers or storm drains, creates a potential threat to public health and the environment; and WHEREAS, the United States Environmental Protection Agency, State Water Resources Control Board and the San Francisco Bay Regional Water Quality Control Board support reducing hazardous discharges at the source through more efficient use, conservation, product substitution, recycling, reuse and waste reduction, which is termed pollution prevention; and WHEREAS, pollution prevention techniques will reduce the amount of hazardous substances being discharged to sanitary sewers and storm drains; and WHEREAS, the Central Contra Costa Sanitary District accepts and properly disposes of household and commercially-generated hazardous waste from the cities of Clayton, Concord, Danville, Lafayette, Martinez, Moraga, Orinda, Pleasant Hill, San Ramon and Walnut Creek and the unincorporated communities in central Contra Costa County, and adopting pollution prevention measures will reduce the amount, cost of handling and proper disposal of this waste; and WHEREAS, since our Household Hazardous Waste Collection Facility opened in 1997, over 574,000 residential and small business customers have been served by collecting more than 40.6 million pounds of hazardous waste, which was either reused, recycled, or properly disposed of; and WHEREAS, the Central Contra Costa Sanitary District is partnering with the Contra Costa County Office of the Sheriff, the communities of Alamo, Clayton, Concord, Danville, Lafayette, Martinez, Moraga, Orinda, Pleasant Hill, San Ramon and Walnut Creek, Republic Services of Contra Costa County, Central Contra Costa Solid Waste Authority and Mt. Diablo Resource Recovery to provide collection and proper disposal of more than 100,000 pounds of unwanted residential pharmaceutical waste in central Contra Costa County since February 2009; and WHEREAS, the Central Contra Costa Sanitary District, a certified green business, is partnering with other agencies and businesses in the county to certify and recognize green businesses through the Contra Costa Green Business Program; and September 5, 2019 Regular Board Meeting Agenda Packet- Page 147 of 201 Page 4 of 5 Central Contra Costa Sanitary District Resolution No. 2019- Page 2 of 3 WHEREAS, the Central Contra Costa Sanitary District is partnering with the Contra Costa Clean Water Program to inspect businesses to reduce stormwater pollution; and WHEREAS, the Central Contra Costa Sanitary District is partnering with the Mt. View Sanitary District to provide environmental compliance inspection services to reduce pollution at its source in their service area; and WHEREAS, the Central Contra Costa Sanitary District conducts and supports programs to educate customers about pollution prevention and how critical proper use, storage and disposal of hazardous substances in the household and workplace are to protecting the environment; and WHEREAS, the Central Contra Costa Sanitary District offers educational programs in the areas of water quality, pollution prevention, wastewater treatment, water supply, and the aquatic life of the Sacramento-San Joaquin Delta for more than 4,000 elementary, middle and high school students in its service area; and WHEREAS, the Central Contra Costa Sanitary District is a Visionary Partner of Sustainable Contra Costa and conducts its Annual Pollution Prevention Week Recognition Program, which includes Recycled Water Champions, Water Quality Community Partners, a Pollution Prevention Partner and Pollution Prevention Awards to honor Central San customers that conserve and protect water quality and the environment, at Sustainable Contra Costa's 11t' Annual Leadership In Sustainability Gala on the evening of Tuesday, September 17, 2019, at the Pleasant Hill Community Center; and WHEREAS, Monday, September 16 through Sunday, September 22, 2019, is recognized nationally as Pollution Prevention Week. NOW, THEREFORE, BE IT RESOLVED that it is the policy of the Central Contra Costa Sanitary District to encourage and promote pollution prevention practices, technologies and education that will reduce the discharge of hazardous substances to sanitary sewers and storm drains; and BE IT FURTHER RESOLVED that the Board of Directors declares that September 16 through September 22, 2019, be recognized within the Central Contra Costa Sanitary District as Pollution Prevention Week.
