CENTRAL SAN August 26, 2019 TO: REAL ESTATE, ENVIRONMENTAL AND PLANNING COMMITTEE FROM: MELODY LABELLA, RESOURCE RECOVERY PROGRAM MANAGER REVIEWED BY: JEAN-MARC PETIT, DIRECTOR OF ENGINEERING AND TECHNICAL SERVICES SUBJECT: RECEIVE UPDATE ON THE REFINERY RECYCLED WATER EXCHANGE PROJECT The purpose of this memo is to update the Real Estate, Environmental & Planning Committee on the developments on the Refinery Recycled Water Exchange Project, since the last update to the full Board on May 2, 2019. At that time, staff sought the Board's approval to create a contingency project in the amount of $250,000 and amend an existing Brown & Caldwell (B&C) contract for additional as-needed technical services on the project, including the following tasks: • Participating in an expert consultant workshop to develop additional treatment train(s)to most cost- effectively produce both Title 22 recycled water and refinery-quality recycled water, and developing cost estimates for the resulting treatment train(s); and • Developing a framework for cost sharing for the new, optimized treatment train(s) among Central San, the Concord Community Reuse Project (CCRP), and Valley Water. Since that time, the following activities have been completed on the project: 1. On June 21, 2019, Central San staff held a Technical Peer Review Treatment Train Workshop at the offices of Carollo Engineers in Walnut Creek (as with the Multipurpose Room closed for construction, Central San did not have a large enough meeting room). The purpose of the workshop was to seek input from the consulting and academic community on the most optimal treatment train that could produce both Central San's current and future Title 22 recycled water supply in addition to refinery-quality recycled water, while considering Central San's future nutrient removal requirements. There were 34 people in attendance, including Central San staff, Central San consultants (Dr. Glen Daigger, B&C, and HDR), the Peer Review Panel for Central San's Steam and Aeration Blower Renovation Project (led by Carollo Engineers), representatives from all major wastewater consulting firms, and representatives of our partner agencies (Contra Costa Water District and Valley Water). The morning session was devoted to providing background to attendees and the afternoon session included breaking the attendees up into four groups to work together to develop and present their proposed treatment train. 2. Since the Peer Review workshop, B&C, with input from Central San staff, HDR and Carollo Engineers, has been working to refine and narrow down the suggested treatment trains and will soon begin preparing cost estimates to further narrow the alternatives. From there, B&C will develop a cost-sharing framework for the most optimal treatment train among Central San, CCRP, and Valley Water. On Friday, September 6, 2019, a meeting is scheduled between the General Managers/Chief Executive Officer and staff of Central San, Contra Costa Water District and Valley Water to provide an update on the work completed to date on the Preliminary Feasibility Evaluation of the Refinery Recycled Water Project and to discuss next steps. Staff looks forward to reviewing this update and answering any questions at the meeting.
