SUBJECT: CONSIDER REQUEST FROM CITYOF MARTINEZ TO PROVIDE
WASTEWATER DISPOSAL FOR MOBILE SHOWER/RESTROOM UNIT
City of Martinez Vice Mayor, Noralea Gipner, has requested assistance from Central San for a project that
benefits the homeless population in the community. The Bay Church in Bay Point built a 40-foot
long mobile shower trailer, which is pulled by a 20-foot truck. The mobile shower contains four units, each
with a shower stall, sink and toilet. The City of Martinez will provide 300 gallons of potable water by
connecting to fire hydrants. However, Central San would need to allow disposal of the grey water to a
manhole or clean-out.
Bay Church is trying to run a program like Lava Mae, an organization that started in Oakland and has
expanded to San Francisco and Los Angeles. The concept is to start in Martinez and provide services
in the following cities who have expressed interest in collaboration: Bay Point, Pittsburg, Concord, Walnut
Creek, Pleasant Hill, and Antioch.
Bay Church already runs a successful free laundry service for the homeless in Martinez, which has been in
place for more that 10 years. That program utilizes a laundromat on Pacheco Blvd. Each client gets to
wash and dry two loads for free. The church also provides a hot meal that is cooked on site, and provides
hair cuts and basic essentials to their clients. The area is always left clean and there is no loitering after the
event is over.
Staff has researched this proposal and is confident that a temporary connection to nearby infrastructure
could be accomplished safely. The Real Estate, Environmental, and Planning Committee is requested to
provide feedback on supporting a mobile shower program in collaboration with Bay Church as a public
benefit.
