ISSUE
In accordance with purchasing procedures, Board authorization is required for the General Manager to
enter into a professional services agreement when the total amount exceeds the staff authority of
$100,000.
BACKGROUND
Central San provides student educational programs to fulfill its mission to protect public health and the
environment, and to deliver on the provision in Central San's 2017 National Pollution Discharge Elimination
System (NPDES) permit to conduct school outreach programs. Central San has a focus to perform beyond the
bare minimum of the regulatory requirements, and develop engaging student educational programming for
today's student, that will meet new state/federal standards, and will lead the industry in educational program
excellence. Central San has an education-focused Community Affairs Representative that is in the process of
updating current student education programs and developing new programs.

In May 2019, Central San issued a formal Request for Proposal (RFP)to select a qualified educational
outreach program provider for up to a three-year term. The RFP was publicly advertised and two proposals
were received. After evaluating both proposals, Sustainable Contra Costa was chosen based on qualifications,
staffing, experience, proposed work plan and cost. The total cost for the three years of student programming,
which includes increasing service by more than 500 students per year, plus the additional focus on successful
implementation of Central San's award winning K-2 student education program, is approximately$245,000. The
new agreement is constructed as a one-year term, with two optional annual renewals, for a total term of up to
three years. This amount, exceeds the $100,000 General Manager authority limit. For this reason, staff is
seeking the Board's approval to enter into a new contract for the next three years.
The District's past experience with Sustainable Contra Costa has been positive and successful. For nearly 2.5
years, Sustainable Contra Costa has been providing student educational in-classroom teaching, pre and post
program assessments, and school scheduling under a professional services agreement that will expire
September 30, 2019. Sustainable Contra Costa exceeded the Fiscal Year (FY) 2016-18 Strategic Plan goals
for students served and the increased annual target for FY 2018-20 Strategic Plan goals for students served.
Staff wishes to enter into a new three-year agreement that would incorporate both Central San's existing
programs, include updated program materials to meet new state standards, and integrate the District's newest
K-2 grade educational program. Staff will be available to answers questions, if needed.
ALTERNATIVES/CONSIDERATIONS
The Board could decide not to authorize the new agreement with Sustainable Contra Costa for student in-
classroom educational programming, but that would lessen the overall amount and quality of Central San's
outreach to the community and its customers.
FINANCIAL IMPACTS
Adequate funds to cover this contract are available in the Communication Services FY 2019-20 Budget,
which was approved by the Board on June 6, 2019.
COMMUNITY OUTREACH
This work will help support the increased goals for community outreach and students served by Central
San's educational programming in the FY 2018-20 Strategic Plan. It also fulfills the provision in Central
San's 2017 National Pollution Discharge Elimination System (NPDES) permit in which the District agrees
to conducting school outreach programs as part of the Continuation of Public Outreach Program under the
Pollutant Minimization Program.
COMMITTEE RECOMMENDATION
The Administration Committee reviewed this item at its August 6, 2019 meeting and recommended
approval.
RECOMMENDED BOARD ACTION
Authorize the General Manager to execute a new professional services agreement for up to three years
with Sustainable Contra Costa in an amount not to exceed $245,000, to continue providing comprehensive
student educational programming within Central San's service area.
