ISSUE
District Code requires that annual selection of the coming year's Board President and President Pro Tem
take place at the first meeting of December. In 2019, that date is December 5 and two Board Members
have notified staff they will be unavailable for that meeting.
BACKGROUND
According to District Code Section 2.04.010 — Selection and term of President and President Pro Tem,
the Board must choose one of its members as President and President Pro Tem at the first meeting of
December, serving for a one-year period. Two Board Members are expected to absent for that meeting in
2019. It is preferred that all Board Members be in attendance to select the President and President Pro
Tem.

District Code Section 1.24.010 — Relief from ordinances or regulations because of special
circumstances allows the Board to vote to suspend the provisions of the District Code for a particular
purpose. Since all Board Members are expected to be available for the meeting preceding the first
meeting in December (November 21, 2019), staff desires to temporarily suspend the provisions of District
Code Section 2.04.010 so that selection of the President and President Pro Tem for 2020 can be made
at the November 21 meeting rather than December 5 this year.
ALTERNATIVES/CONSIDERATIONS
The Board could decide not to suspend the provisions of the District Code for this purpose.
The Board could, at the December 5 meeting, continue the matter of selecting the Board President and
President Pro Tem to the next meeting scheduled for December 19, 2019. This alternative is not
recommended because the incoming Board President selects the next year's members of the four
Standing Board Committees. Delaying those selections by two weeks would interfere with scheduling the
2020 Committee meetings in a timely manner.
FINANCIAL IMPACTS
None.
COMMITTEE RECOMMENDATION
This matter was reviewed by the Administration Committee at the August 6, 2019 meeting. The
Committee recommended Board approval.
RECOMMENDED BOARD ACTION
Temporarily suspend the provisions of District Code Section 2.04.010 and schedule the matter of
selecting the 2020 Board President and President Pro Tem for the November 21, 2019 regularly
scheduled Board meeting.
