SUBJECT: RECEIVE UPDATE ON THE MOST RECENT MEETING OF THE BAYAREA
CLEAN WATER AGENCIES (BACWA)
• June 21, 2019: Last Executive Board Meeting.
• July 18, 2019: Next Joint BACWA/RWQCB Meeting.
• July 19, 2019: Next Executive Board Meeting.
• October 21-22, 2019: 14th Biennial State of the San Francisco Estuary Conference at the Scottish
Rite Center in Oakland, CA.
• BACWA Fiscal Year 19/20 Leadership Representatives from Central San:
• Lori Schectel: Re-elected Chair of the Executive Board, CASA State Legislative Committee
Representative, Summit Partners Representative and Nutrient Management Steering
Committee Alternate
• Mary Lou Esparza: Co-Chair of the Permits Committee and Representative to the Regional
Monitoring Program Technical Review Committee
• Randy Schmidt: Co-Chair of the Air Committee
• Tim Potter: Co-Chair of the Pretreatment Committee
• Justin Waples: Co-Chair of the Recycled Water Committee
• Nutrients: The second Nutrient Watershed Permit went into effect on July 1, 2019. The new
Watershed Permit shifts the reporting year from the Permit Year (July 1 through June 30)to the
Water Year(October 1 through September 30). Completed data sheets for the period of July 1,
2018 through June 30, 2019, the last year of the first Watershed Permit, are due by the end of July
to BACWA's consultant to go in the annual report that is submitted to the Regional Water
Board. Plants rated over 10mgd are now required to report I nfluent data to provide the Regional
Water Board broader context for changes in effluent loads.
• Toxicity: The updated schedule from the State Water Board indicates a release of the provisions in
late summer, with potential adoption in the Fall of 2019. BACWA and other POTW representatives

have been meeting and will continue to meet with the Water Board members and staff to discuss
industry concerns with the proposed Toxicity Provisions. They are still planning to hold workshops in
the late summer.
• ELAP: The State Water Board will likely adopt an increase in lab accreditation fees at the July 16,
2019 Board meeting. The increase would be roughly 20% of current fees. For Central San, it would
mean an increase from $8,800 per year to approximately$10,000.
