(Handout) Board Meeting of June 20, 2019 General Manager Additional Written Announcement PROJECT FINANCING ASSISTANCE 3) Central San Receives 100 Percent Funding from State Revolving Fund Program for Solids Handling Facilities Improvement Project On Tuesday, June 18, 2019, the State Water Resources Control Board approved the Clean Water State Revolving Fund (SRF) Intended Use Plan, which included $89.625 million in funding for Central San District Project 7348, Solids Handling Facilities Improvement. This project scored 13 out of 16 points, and the State Board approved scores of 13 and above as the cutoff for funding. A total of 30 new projects scoring 13 and above will receive approximately $1.3 billion in low interest loans. Department of Financial Assistance (DFA) staff recommended partial funding at 31.2% of the request for six projects including San Diego Pure Water, San Mateo-Foster City Plant Upgrade, California American Water, IEUA RP-5 Expansion, San Francisco Public Utility Commission Headworks, and City of Stockton Regional Wastewater Control Facilities. The remaining 24 projects, including Central San, will receive 100% funding. Central San's application has already been deemed complete and the next step is to finalize the design documents for review and approval by DFA and execute the Project Financing Agreement. DFA has committed to having all Project Financing Agreements approved by June 30, 2020. Staff is currently planning to bid the Solids Project in Spring 2020, which is within the DFA timeline.
