ISSUE
Past practice has been that Board approval is required to enter into long-term property leases.
BACKGROUND
Since 2005, Central San has leased the buffer property along Imhoff Drive (as shown on the attached
map)from Caltrans to ensure that Central San maintains control of how the property is used. The term of
the original lease has expired and the parties are currently operating on a month-to-month basis. Caltrans is
requesting that Central San renew the lease by entering into a new five-year lease agreement.

ALTERNATIVES/CONSIDERATIONS
The Board could reject the lease. This could result in Caltrans leasing to another party to which Central
San would have no control over the use of the property.
FINANCIAL IMPACTS
Annual rent for the property will be $3,050 and a $2,400 deposit is required.
COMMITTEE RECOMMENDATION
This matter was not reviewed by a Board Committee.
RECOMMENDED BOARD ACTION
Adopt the proposed resolution authorizing the General Manager to execute a five-year lease with Caltrans
for Central San's use of the property located off of Imhoff Drive in Martinez, as shown on the attached
map.

A RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
AUTHORIZING THE GENERAL MANAGER TO EXECUTE A FIVE-YEAR LEASE WITH
CALTRANS FOR PROPERTY OFF OF IMHOFF DRIVE IN MARTINEZ
BE IT RESOLVED by the Board of Directors of the Central Contra Costa Sanitary District
(Central San) as follows:
THAT Central San hereby authorizes its General Manager to execute a five-year lease with
Caltrans for the property located off of Imhoff Drive in Martinez; and
THAT staff is authorized to record the document in the office of the Recorder of Contra Costa
County.
PASSED AND ADOPTED this 20th day of June, 2019, by the Board of Directors of Central
