A regular meeting of the Board of Directors was called to order by President Williams at
1:30 p.m. Secretary of the District Katie Young called roll:

AWARDS AND PRESENTATIONS
2. Presentation by the following student winner of the Contra Costa County Science
and Engineering Fair— Excellence in Water, Wastewater and Recycled Water
Research Award:
• Madeline Neypes, seventh grader at Northcreek Academy in Walnut Creek—
Second Place, Junior Division: "Ferrofluids: A Magnetic Solution to Clean Up Oil
Spills"
Community Affairs Representative Ben Lavender introduced Ms. Neypes, who
reviewed her award-winning presentation.
BOARD ACTION: Received the presentation. President Williams presented
Ms. Neypes with her award.
CONSENT CALENDAR
3. Approve the following:
a. April 30, 2019 Special Board meeting minutes
b. May 2, 2019 Regular Board meeting minutes
4. Adopt the following, all effective July 1, 2019:
• Amended and restated (a) Section 125 Cafeteria Plan, including the new
Premium Conversion account language required for the transition to CalPERS
Health Benefits Program, and (b) three associated Component Plans, and
• New plan documents for two new Health Reimbursement Arrangements (HRA)
5. Adopt updated salary schedule for all District job classifications effective April 18,
2019
6. Adopt Resolution No. 2019-027 accepting a Grant of Easement related to the
Walnut Creek Sewer Renovations, Phase 13, District Project 8455, from Casey C.
Crow and Karen Ehlers, owners of the property located at 2049 Norris Road in
Walnut Creek
7. Adopt (1) Resolution No. 2019-028 accepting a Grant of Easement related to the
Walnut Creek Sewer Renovations, Phase 13, District Project 8455, from Einer
Elbeck and Arvid Elbeck, owners of the property located at 125 Near Court in Walnut
Creek; and (2) Resolution No. 2019-029 authorizing execution of a Quitclaim Deed
to the specified property owners
Member Causey requested a minor correction to the Board Report and Announcements in
the May 2 Board meeting minutes.

BOARD ACTION: Motion was made by Member McGill and seconded by Member
Causey to adopt the Consent Calendar recommended with the minor correction to
the May 2, 2019 Board meeting minutes. Motion passed by unanimous vote of the
Board.
LEGISLATIVE MATTERS
8. Receive update on pending legislative matters and provide direction on priority
legislation
Communications and Intergovernmental Relations Manager Emily Barnett reviewed
changes to the updated Priority Legislative Tracking Sheet that was distributed just
prior to the meeting.
Ms. Barnett advised that SS 332, regarding ocean discharge, has effectively died for
this year, but will return next year as a two-year bill. SB 69, regarding the Ocean
Resiliency Act of 2019, has been amended to remove the denitrification component,
which was most concerning to Central San.
Ms. Barnett requested that the Board support legislation Assembly Concurrent
Resolution (ACR) 89, declaring September 22-28, 2019 as Special District's Week.
There was a lengthy discussion on the affordable housing crisis in the Bay Area.
Members Pilecki and McGill noted that this topic was discussed at the recent Contra
Costa Mayors' Conference and a vote was taken on a document that would provide
the legislature with guiding principles relative to meeting the housing challenges.
One of the discussion points was whether utilities should be allowed to charge
connection and capacity fees. Ms. Barnett stated that after a discussion with General
Manager Roger S. Bailey, Central San would like to lead an effort in educating the
mayors of Contra Costa County with respect to the importance of fair and equitable
charges among customer classifications. President Williams suggested facilitating
broad discussions with local elected officials. Member Pilecki stated that Central San
should educate the public without being political.
BOARD ACTION: Motion was made by Member Pilecki and seconded by
Member McGill to (1) support ACR 89 declaring of the week of September 22-
28, 2019 as Special District Week, and (2) directed staff to lead an effort to
provide information to the public regarding the impact of the lack of affordable
housing. Motion passed by unanimous vote of the Board.

REPORTS AND ANNOUNCEMENTS
9. General Manager— Reports
a. Receive update on Asset Management Program
This item was taken out of order, immediately upon conclusion of Item 9.b.
Upon completion of this item, the President resumed hearing the agenda
items in order, beginning with Item 10.
Senior Engineer Nitin Goe/reviewed the presentation included with the
agenda material.
Director of Engineering and Technical Services Jean-Marc Petit concluded
the presentation with an overview on the next levels of asset management
automation.
There also was a discussion on strategic planning and big data.
BOARD ACTION: Received the update.
b. Receive proposed Central San Fiscal Year 2019-20 Budget for the following
funds:
• Operations and Maintenance
• Capital Improvement
• Self-Insurance
• Debt Service
This item was taken out of order, immediately upon conclusion of the Item 8.
Mr. Bailey gave a brief highlight of some key features of the proposed Budget.
Director of Finance and Administration Phil Leiber reviewed the presentation
included with the agenda material regarding the Operations and Maintenance,
Self-Insurance, and Debt Service portions of the proposed Budget.
There was a discussion on the overhead rate versus the benefit rate and the
reduction in benefits rate due to the CaIPERS Healthcare transition. Member
Causey expressed concern regarding the Unfunded Actuarial Accrued
Liability(URAL) percentages and retirees.
Mr. Leiber advised the Board that since distribution of the draft budget on
May 2, the authorized contracting limits have been incorporating into the
budget as in previous years.
Member Causey suggested making the residential sewer service charge
changes as compared to the system average rate changes clearer in the
budget book as he believes there is a discrepancy. Mr. Leiber advised that

staff would review that portion with the Finance Committee at the May 21
meeting.
Member McGill complimented staff on the Budget book and believes it was
very well done and useful for not only internal use but public use as well.
Capital Projects Division Manager Edgar Lopez reviewed the presentation
included with the agenda material regarding the Capital Improvement Budget
portion of the proposed Budget.
Mr. Lopez explained the process of closing projects and the end-of-year
expenditures with regards to amending the budget if needed.
Mr. Bailey requested the Board provide any additional comments or
suggestions to be incorporated to the Budget to either he or Mr. Leiber prior
to the June 6 public hearing to consider adoption of the Budget.
BOARD ACTION: Received the proposed Central San Budget for Fiscal
Year 2019-20 and provided input to staff.
