SUBJECT: REPORT ON STAFF TIME ASSOCIATED WITH STRATEGIC PLAN TIE-INS
ON VARIOUS DOCUMENTS
As requested by Chair Nejedly at the March 28, 2019 Engineering and Operations Committee meeting,
staff calculated that a total of 282 Position Papers and Memos with Strategic Plan tie-ins have been
prepared since the launch of the NovusAgenda Management software in July 2017:

When Central San's Strategic Plan was being developed in 2015, it was suggested by one of the
consultants leading the Management Leadership Academy module on successful implementation of
strategic plans that the Strategic Goals and Strategies be posted in every conference room and the Board
Room. It was also suggested that every employee be given a printout for ready reference because
virtually everything they do should be in furtherance of Central San's strategic planning goals and
strategies. For this reason, Central San's Vision, Mission, Values and Goals are conspicuously posted
throughout the District, and each employee has received a card with the same information, including the
strategies for achieving those goals. They are updated every two years in accordance with updates to the
Strategic Plan.
When NovusAgenda was implemented in July 2017, it was decided to incorporate the goals/strategies
into the Position Paper/Memo templates so that staff could easily check the applicable strategic planning
tie-ins for their agenda items. The intention was to keep the goals and strategies at the forefront. Minimal
time was spent initially working with Novus to develop the templates, and it is estimated that staff spends
only a few seconds on each Position Paper or Memo selecting the appropriate tie-ins. That time is
considered well spent because it serves to highlight that the recommended actions are in keeping with the
Strategic Plan.
Anything that can be done to maintain awareness of strategic planning goals, strategies, initiatives and
metrics on a day-to-day basis is considered a best practice for successfully carrying out an organization's
strategic plan. Having the goals and strategies as part of Central San's Position Paper/Memo templates is
one way of doing that with very little additional staff time involved.
