(Handout) ELECTRIC VEHICLE CHARGING STATIONS Jean-Marc Petit Director of Engineering and Technical Services Administration Committee Meeting May 14, 2019 - r BACKGROUND • Electric vehicles (EV)are becoming more prevalent. • Most, if not all, car manufacturers now offer either plug-in hybrid or full EV options to customers. • Six Central San employees already drive EVs. • EV charging stations are being installed at commercial businesses and public areas (e.g.; airports, public parking garages, transportation hubs, etc.). • Employers are starting to install EV charging stations (EVCS)for employees and customers. • Staff recently became aware of Bay Area Air Quality Management District grant funding for EVCS. • Staff is evaluating the installation of EVCSs for employee, customer, and public use. Approached by ChargePoint one of the EVCS vendors CENTRALSAN1 1 BENEFITS TO CENTRAL SAN •Aligns with Central San's mission to protect the environment • Higher tier participation Bay Area Commuter Benefit Program • Providing EV charging infrastructure promotes EVs, which reduces mobile sources of air pollution, in addition to hazardous chemicals • EVs use no oil, antifreeze, transmission fluid, etc. • Benefit to employees driving EVs • Public service to EV drivers: • Accessible to public when visiting Central San's permit counter or attending meetings in the MPR ' 3 OPTIONAL APPROACHES TO IMPLEMENT A EV CHARGING PROGRAM • Requires some Capital Project to prepare the site (underground and electrical service connection at MCC) • (About$100K) • Option1: EVCS as a Service (EVaaS) ("P3ish") • Similar to a SaaS • Option 2: DBOFO -Capital Project Central Owns and Operates EV Charging stations _ ' a 2 PROPOSED LAYOUT AND Lc,t,Hi it- • Proposing to install 3 dual port EVCSs Each can charge 2 EVs at the same time • Layout would allow up to 6 Evs to access each Charging station • Level 2 High EVCS proposed for this application (6.6 Kw) Estimated daily Power cost: • Assume a car plugged in for 8 Hrs. cost ^ • $2.00/day* up on Co-Gen $520/yr. during workhours/car or$3,120/yr. �'• �' for 6 cars) * r, (*Cost could be Up to$6.00/day if on PG&E with Co-Gen is off for repairs or maintenance) CENTRALSAN WHAT ARE OTHER PUBLIC AGENCIES DOING WITH SVCS? Quick Survey Overlook: • Contra Costa County has multiple stations available around the county facilities including some downtown Martinez by the court house. • Oro Loma considering implementing a EVCS • DSRSD has a $100K capital project in their budget for an EVCS • Fairfield Suisun SD has EVCS for employees • EBMUD not yet • SFPUC not yet k1 CENTRALSAN 3 WHAT ARE CITIES DOING WITH EVCS? Quick Survey Overlook: • Many of the TRANSPAC* member who is made up of elected officials and staff from each central Contra Costa County City (Pleasant Hill, Walnut Creek, Concord, Clayton, Martinez, and unincorporated portions of the county are implementing EVCVs. • Examples: • City of Walnut Creek has many EVCS throughout city in Parking areas and installing 5 more EVCS at Library • The city of Walnut Creek in California, has 182 public charging station ports(Level 2 and Level 3). 85%of the ports are level 2 charging ports and 5%of the ports offer free charges for your electric car.The two main charging networks in operation are ChargePoint and Blink. • City of Pleasant Hill • City of Martinez *TRANSPAC(Transportation Partnership and Cooperation)is the Regional Transportation Planning Committee(RTPC)for Central Contra Costa. CHARGING '�RR M N N CHAHGh I CENTRALSAN 'I 6 NEXT STEPS • Preliminary Design for civil and electrical supply connections to Central San in Pump and Blower Bldg. and cost estimate Prepare Business Case: • If Option 1 (EVaaS): Prepare and Bid a capital project under UPCCAA to purchase and install the 3 Evs • Sign a service contract for EVaaS for 1-3-5 years options • Example for ChargePoint-> • If Option 2 (DBFO): • Authorize the GM to submit a grant application for a grant form Air District (approx.$4,000 per station or$12,000 to be applied to EV chargers only • Prepare and Bid a capital project under UPCCAAto purchase and install the 3 Evs • Go back to Adm.Committee on June 4,2019 and Board on June 20,2019 • Grant deadline is June 30,2019 ' 13 W.
