I am writing to oppose this large increase. I am a senior citizen on a fixed income barely getting by. I feel there should
be at least a senior exception. Most of all I feel it should be passed on to ALL NEW development projects since they are
making new demands to system that is old. The developers could much better pay and pass on to new area residents
and business, not cripple existing residents!!

I just signed up with your organization (newsletter and web access, but no membership yet).
On your web site I see no mention of the proposed Central San rate increase -of which I have just became informed by a
mailing I received couple days ago.
Have you folks looked at it? Opinions, advise? Myself and some neighbors would like to be better educated about this

Dear Sir/Madam:
I recently received notification of a proposed rate increase (which basically
amounts to a 22% increase in the next five years). As a senior citizen on Social
Security, I find this rate of increase to be unacceptable. There is no way that we
can afford these "utility" increases, "EBMUD, PG&E etc." We have been doing
our best to reduce our variable expenses but having no control over regional
increases of all sorts is more than we can handle. I am asking that you reconsider
these increases — especially for seniors. They are more than we can afford.
You might remember that despite inflation, government mandated increases—
e.g. gas tax, DMV fees, sales taxes etc, social security received 0 increase for three
years. Increases like yours are making it financial not feasible to live here
anymore, please do not do this.

I would like to voice opposition to the rate increases proposed by Central San for the next
four years.
I appreciate the excellent service provided by the sanitary district, and I understand the
need for upgrades and maintenance, but a 5% increase every year is an excessive burden
on property holders. For people on fixed incomes, this is exorbitant, and even those who

are employed are fortunate if they receive a 2% COLA each year.
You should not increase your rates more than the accepted cost-of-living adjustments
received by the majority of the community.

This letter is in protest to the proposed Central Sanitary District rate increases for sewer charge fees. I
understand there will be a Public Hearing on April 18, 2019. My husband and I are the property owners
at 2830 Kinney Drive,Walnut Creek, CA 94595-1059, assessor's parcel number 185-320-012. We have
been owners and residents of this property since 1994. The Whitehead Family Trust holds the deed to
this property now and I am the Trustee. Our account is in the name of Lisa Whitehead.
This letter is in protest to the proposed Sanitary District rate increases for single family home customers.
The rates for single family home customers are already much higher than any other types customers.
Your proposal to increase our rates by 22%over the next three years is outrageous and unfair to older

Re: Increase Sewage Service rates
We received a Sewage Service rate increase(s) that is effective over the next 4
years. These increases are outrageous. Residential sewage waste does not change
and will remain constant as opposed to business usage. The higher concentration
of sewer waste is much greater in commercial sector. The proposed 5 category
break down of sewer waste covers the spectrum between commercial customers
and does not include residential customers. We are very much against this
proposed sewer service charge rate increase which is ultimately over$100 more
than what we are currently paying.

Dear Secretary of the District:
I am writing to express opposition to your proposed rate increase. As a government
monopoly, I believe you have a sacred obligation to the people of California and Contra
Costa County to provide services in the same fashion as a for-profit business would be
required.
Instead of constantly requesting tax increases, cut costs and overhead to do the work
that the public directed you to accomplish. The people of California are over-taxed and
you, the public sector, are taking advantage of that.

for each project? (b) Portions of the project descriptions seem to encompass maintenance capital expenditures;
why doesn't CentralSan budget for same as part of its annual operating budget?
(2) CentralSan proposes to increase rates by 21.69%over the next 4 years; inflation rates have been below 3%for
last 10 years, and below 2.1%for 8 of those. Excessive increase beg the question of what portion of capex is
expansionary? What portion is to meet increased environmental standards? What portion of costs is driven by

Dear Secretary of the District:
The purpose of this letter is to PROTEST the proposed four year
rate increase of our annual sewer service charge rates. While we
recognize that the upgrade of your facilities is paramount to
receiving good service, we feel that rate increases are NOT
necessary given the large amount of money that is provided to
you each year through our property taxes. Let us also remind you
that since the year 2000, your rates have gone up 182% when the
rate was $188 per single family home at that time. And don't
forget, that rates were raised just last year from $530 to $567.
So, my question is when does it stop?? When do you stop gouging
the public for more money? With all of the funds that you receive
from the public, particularly property owners, you should have
MORE than enough money to cover your infrastructure needs.
May 1 also remind you that we are living in a time here in the Bay
Area where many are struggling to make ends meet on account
of the fact that housing prices and the cost of living has
skyrocketed. As property owners, we have seen yearly increases
in our utility bills with water, garbage, and the such. Many of us
are young families or seniors living on fixed incomes WITHOUT
wage increases. May I also remind you that with these increases
come collateral increases like landlords are likely to raise rents
due to higher property taxes and restaurants and grocery stores,
and etc are likely to raise their prices as well on consumer
goods. This boils down to increased financial hardship for
everyone.
As property owners, we are tired of seeing increases all across
the board. Please reconsider this decision to raise rates yet
again. Thank you
