ISSUE
A resolution of the Board of Directors is required to accept a grant of irrevocable offer of dedication of a
sanitary sewer easement to convey real estate property interest to Central San along with executing
quitclaim deeds and recording documents with the Contra Costa County Recorder.
BACKGROUND
In 2015, The Roman Catholic Bishop of Oakland, a California Domestic Non-Profit Corporation,

requested that Central San approve the relocation of an eight-inch sewer main to accommodate expansion
with plans to build a new mausoleum with bathroom. Central San concurred, and the sewer relocation
consisted of installing a new sewer main and abandoning a portion of the existing sewer. This work was
designed and installed per Central San standards.
The Board historically accepts offers of dedication by resolution. Pursuant to Resolution No. 90-017 of the
Central Contra Costa Sanitary District, an Irrevocable Offer of Dedication can be received and recorded
and shall not be deemed accepted until Central San's Board of Directors adopts a resolution of
acceptance of said offer of dedication. The recommended resolution will accept the offer of dedication for
APN 167-360-002, Parcel 2, recorded on February 5, 2018 as Document Series No. 2018-0018052.
Since the mainline sewer has been relocated, Central San's execution of a Quitclaim Deed for Parcel 3,
APN 167-360-002 (Portion of Job 1549-021)will relinquish a portion of the existing easement that is no
longer used.
ALTERNATIVES/CONSIDERATIONS
The Board could decline to accept the offer of dedication of sanitary sewer easement. This alternative is
not recommended since Central San would not have the land rights necessary to reconstruct, maintain, or
operate the public sanitary sewers that have been accepted from the developer and are now owned by
Central San.
FINANCIAL IMPACTS
The Grant of Irrevocable Offer of Dedication of a sanitary sewer easement was acquired at no cost to
Central San.
COMMITTEE RECOMMENDATION
This item was not reviewed by a Board committee.
RECOMMENDED BOARD ACTION
Adopt a resolution: (1) accepting the Grant of I rrevocable Offer of Dedication of a sanitary sewer
easement from the property owner, The Roman Catholic Bishop of Oakland, that was recorded on
February 5, 2018; (2) authorizing the President of the Board of Directors and the Secretary of the District
to execute the quitclaim deed for Parcel 3, both related to Job 6585, located in Lafayette; and (3)
authorizing staff to record the documents with the Contra Costa County Recorder.

A RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
ACCEPTING AN IRREVOCABLE OFFER OF DEDICATION
FOR A SANITARY SEWER EASEMENT
AND AUTHORIZING THE EXECUTION OF A QUITCLAIM DEED
RELATED TO JOB 6585, LOCATED IN LAFAYETTE
AND AUTHORIZING THE RECORDING OF THE DOCUMENTS
WHEREAS, Property Owner, The Roman Catholic Bishop of Oakland, a California
Domestic Non-Profit Corporation, constructed a public sanitary sewer with Job 6585,
that is located in the City of Lafayette; and
WHEREAS, the Property Owner offered a sanitary sewer easement to Central Contra
Costa Sanitary District (Central San) via a recorded document titled "Grant of
Irrevocable Offer of Dedication (Easement for Sanitary Sewer Purposes)"; and
WHEREAS, the public sanitary sewer was constructed and accepted per Central San's
standards, staff recommends the Board accepts the sanitary sewer easement.
BE IT RESOLVED by the Board of Directors of Central San as follows:
THAT Central San hereby accepts the sanitary sewer easement as stated in said Grant
of Irrevocable Offer of Dedication, which is more specifically referred to as "Grant of
Irrevocable Offer of Dedication (Easement for Sanitary Sewer Purposes)" for APN 167-
360-002, Parcel 2, recorded on February 5, 2018 as Document Series No. 2018-
0018052; and
THAT Central San hereby authorizes the execution of the document entitled "Quitclaim
Deed - Easement," APN 167-360-002 (portion of Job 1549-021) Parcel 3, to The
Roman Catholic Bishop of Oakland, a California Domestic Non-Profit Corporation; and
THAT the President of the Board of Directors and the Secretary of the District are
hereby authorized to execute said document for and on behalf of Central San; and
THAT staff is authorized to record said document in the Contra Costa County Recorder.
