The subject easement and quitclaim are needed to accommodate a new alignment within the following
property:
109 La Espiral, Orinda; APN: 262-220-042-2; Longton/Streett; Parcel 1
CEQA
Staff has concluded that this action is exempt from the California Environmental Quality Act (CEQA) under
District CEQA Guidelines Section 15305, since it involves a minor alteration in land use limitations.
Approval of this project will establish the Board of Directors' independent finding that this action is exempt
from CEQA.
ALTERNATIVES/CONSIDERATIONS
The Board could decline to accept the Grant of Easement deed and approve the quitclaim. This
alternative is not recommended since Central San would not have the land rights necessary to reconstruct,
maintain, or operate the public sanitary sewer.
FINANCIAL IMPACTS
The Grant of Easement for sewer purposes was acquired at no cost to Central San since it is part of a
sewer realignment on the same property.
COMMITTEE RECOMMENDATION
This item was not reviewed by a Board Committee.
RECOMMENDED BOARD ACTION
Adopt resolutions (1) accepting a Grant of Easement; (2) approving a Quitclaim deed (both related to the
North Orinda Sewer Renovations, Phase 7, District Project 8445)from the owners of the property located
at 109 La Espiral in Orinda; and (3) authorizing staff to record the documents with the Contra Costa County
Recorder.
