ISSUE
The Board of Directors' authorization is required for the General Manager to execute a professional
engineering services agreement in an amount greater than $100,000.
BACKGROUND
Central San uses outside geotechnical engineering services to assist in the design and construction of
capital improvement projects. The purpose of the on-call geotechnical engineering service agreements is
to provide varied levels of geotechnical expertise to assist staff with projects managed or designed by the
Capital Projects Division. For example, the sewer renovation projects in the Collection System Program
use in-house professional engineering to design sewer replacements, and use on-call geotechnical
engineering services for evaluating soil conditions in project areas and for determining the feasibility of
various construction methods. In addition, these agreements provide professional geotechnical expertise
in evaluating certain types of claims against Central San.
Staff currently manages three geotechnical on-call contracts with Kleinfelder, Inc, BSK Associates, and
DCM Consulting, I nc. for amounts not to exceed $100,000 over a three-year period. With the current

contracts set to expire at the end of this year and with usage nearing the contract limits, replacement
contracts are needed. Historically, the Collection System Group within Capital Projects has been the
primary user of these contracts. However, staff anticipates that projects across the four Capital
I mprovement Budget (CI B) programs will have a need for some level of geotechnical engineering
expertise in the upcoming years. In addition, costs associated with geotechnical studies related to the
feasibility of trenchless technologies in sewer renovations have risen in recent years. With upcoming
renovations of several miles of sewer mains, staff expects the use of trenchless technologies to increase.
As a result of geotechnical investigations related to trenchless technologies and the usage across several
programs, larger contract amounts are recommended to accommodate project needs.
Staff prepared and posted a Request for Proposal on PlanetBids and the Central San website. On
February 15, 2019, 15 proposals were received and evaluated. Staff selected McMillen Jacobs
Associates, BSK Associates, and Cal Engineering & Geology, I nc. as the best-fit firms based on their
experience, qualifications and past performance. Contracting with three firms allows staff some flexibility to
respond to urgent design, construction, and operations needs throughout the Capital Program.
ALTERNATIVES/CONSIDERATIONS
The practice of using as-needed or on-call agreements has been very successful. Executing this type of
agreement allows for reduced administration costs and staff time needed to issue individual agreements
for each project. The tasks developed under these agreements are typically low cost and consolidating the
work is recommended. Larger tasks are typically handled under separate agreements with consultants
under project design.
FINANCIAL IMPACTS
The total estimated cost for the on-call geotechnical engineering services could reach up to $450,000 over
a three-year period, if fully utilized. Each agreement may cost$150,000. The services provided are paid
for and budgeted under projects identified in the yearly CI B.

The Engineering and Operations Committee reviewed this item on March 28, 2019, and recommended

Authorize the General Manager to execute professional engineering services agreements with McMillen
Jacobs Associates, BSK Associates, and Cal Engineering & Geology, I nc., for an amount not to exceed
$150,000 each for an estimated three year period to provide on-call geotechnical engineering services for
District projects.
