3) Central San Receives Government Finance Officers Association (GFOA)
Distinguished Budget Award for Fiscal Year 2018-19 Budget Document
Central San has been awarded the Government Finance Officers Association (GFOA)
Distinguished Budget Award for its Fiscal Year 2018-19 Budget document. This is the
first year that Central San applied for the award. The Budget document was scored on
27 separate attributes and Central San received proficient or outstanding scores on all.
Staff looks forward to continuing to improve the budget document to make it exceptionally
clear and usable for the Board Members and public. Central San joins 39 California local
governments and special districts (including 3 other wastewater agencies) that have
received the award in the most recent year.
Central San has won the GFOA Certificate of Achievement for Excellence in Financial
Reporting (CAFR) for 19 consecutive years and is particularly pleased to add this
Distinguished Budget Award to its recognized efforts in transparency for customers.
APPOINTMENT TO INDUSTRY ASSOCIATION BOARD
4) General Manager Roger S. Bailey Appointed to Board of WateReuse
Association
The WateReuse Association Board of Directors voted at its annual conference in Garden
Grove, CA held from March 17-19, 2019, to appoint Roger S. Bailey, General Manager of
Central San, to fill an open seat on the WateReuse Board. The WateReuse Association is
the nation's only trade association solely dedicated to advancing laws, policy, funding,
and public acceptance of recycled water. WateReuse represents a coalition of utilities that
recycle water, businesses that support the development of recycled water projects, and
consumers of recycled water. The organization is made up of water utilities, businesses,
government agencies, and not-for-profit organizations and is dedicated to recycling water
to ensure communities have a safe, reliable and cost-effective supply of water, which is
necessary to sustain a high standard of living and robust economy.
