CENTRAL SAN March 11, 2019 TO: REAL ESTATE, ENVIRONMENTAL AND PLANNING COMMITTEE FROM: MELODY LABELLA, RESOURCE RECOVERY PROGRAM MANAGER REVIEWED BY: JEAN-MARC PETIT, DIRECTOR OF ENGINEERING AND TECHNICAL SERVICES ROGER S. BAILEY, GENERAL MANAGER SUBJECT: UPDATE ON THE DUBLIN SAN RAMON SERVICES DISTRICT (DSRSD) - EAST BAY MUNICIPAL UTILITY DISTRICT (EBMUD) RECYCLED WATER AUTHORITY(DERWA) TEMPORARY WASTEWATER DIVERSION PROJECT Central San's Board approved the Temporary Wastewater Diversion Agreement with DERWA on January 17, 2019, so staff wanted to provide an update to the Committee on the developments on the project since our Board's approval. On February4, 2019, the DERWA Board unanimously approved the Temporary Wastewater Diversion Agreement with Central San and the agreement was fully executed that night. Since that time, DSRSD, on behalf of DERWA, has directed their consultant (West Yost)to prepare design plans. On February 14, 2019, DSRSD provided a 75% design plan of the diversion box and associated pipeline. Central San staff has reviewed the plans and comments have been returned to DSRSD. Central San and DSRSD will continue working together to agree to a final design. Moving forward, the plan is for Central San to treat this project as a developer project, requiring a permit from Central San's Permit Counter and having inspection completed by Central San's Development Services Inspectors. DERWA has indicated that it plans to have the diversion project constructed prior to the peak summer irrigation season this year, so staff will continue to keep the Committee apprised of the developments on the project.
