A special meeting of the Board of Directors was called to order by President Williams at
9:02 a.m. Secretary of the District Katie Young called roll.

PLANNING WORKSHOP — Board Self-Evaluation
1. Review results of 2019 Board Self-Evaluation Survey, and identify potential work
areas for the Board, if any
(Facilitated by Consultant Brent Ives, BH/Management Consulting)
Mr. Ives gave a presentation to the Board with the results of the 2019 Board Self-
Evaluation Survey. The 19-question survey was circulated via email to all five Board
Members, the three members of the Executive Management Team, and all fifteen
Department Directors and Managers. He advised that four Board Members and eight
managers submitted survey responses.
There was a discussion regarding potential reasons why nearly half of those
surveyed did not respond. Member Pilecki opined that the big difference between
previous responses and this year was that Memoranda of Understanding (MOU)

stemming from labor negotiations were completed only a couple months prior and
that staff may still be upset regarding the outcome.
Mr. Ives suggested that that the Board create a list of"lessons learned"from the
recent labor negotiations.
There was a lengthy discussion about employee communications with individual
Board Members and its appropriateness and whether it constitutes ex-parte
communication. District Counsel Kent Alm stated that communication is fine as long
as it is not related to an item the Board needs to take action on.
The issue of respect amongst Board Members, and between Board Members and
staff was discussed at length.
President Williams asked what means of communication employees have available
to them if they want to report misconduct or other issues. Mr. Bailey stated that they
could appear during the public comment portion of a meeting, utilize the We Tip
ethics hotline, the employee suggestion program, and/or they may speak to District
Counsel.
Mr. Ives continued to review the results of the survey stating that the Board
Members average overall rating (based on the 19 survey questions) was 89.7% and
the other respondents average overall rating of the Board was 78.9%. He provided
the Board with some of the survey responses and a discussion was held.
Mr. Ives provided the Board with a summary of the evaluation and suggested
potential work areas as follows: (1) minimize side conversations with staff either for
business related matters or labor negotiations, (2) how to best establish clarification
around the establishment and prioritization of the Capital Improvement Plan (CIP);
and(3) disclosure of closed session conversations severely weaken the ability of the
Board Members to trust one another and, therefore, reach their highest performance
level.
Member McGill left the meeting at 10:51 a.m.
There was more discussion on the issues regarding labor negotiations. Member
Causey suggested that before the next negotiations the Board should look into trying
to implement interest-based bargaining and begin further in advance the process of
gathering information and educating both the Board Members and employees.
Mr. Bailey stated that he appreciated the Board Members'completing the
evaluations and participating in the workshop.
