Item 8.b.
CENTRAL SAN
February 19, 2019
TO: ADMINISTRATION COMMITTEE
FROM: RUSSELL LEAVITT, ENGINEERING ASSISTANT III
REVIEWED BY: KATIE YOUNG, SECRETARYOF THE DISTRICT
ROGER S. BAILEY, GENERAL MANAGER
SUBJECT: SEMI-ANNUAL UPDATE ON PARTICIPATION IN TALKSICS
TOASTMASTERS CLUB
The Board adopted Board Policy No. BP 032 - Reimbursement of Toastmasters Dues in August 2017,
which removed the time limit that previously had been placed on dues reimbursement for participants in
Talksics Toastmasters (Club). This was meant to encourage more Central San employee participation in
Toastmasters to improve public speaking and leadership skills. When the Administration Committee
recommended Board adoption of the policy, it also requested that staff provide semiannual updates to the
Committee on Toastmaster membership levels. This is the third update.
Since the last report on August 8, 2018, Talksics Toastmasters has had a decrease of one member. A
Central San employee retired and did not renew her membership. We now have four Central San
employee members and six outside members for a total of 10. The minimum number of members is eight.
The Club has had several visitors (both Central San employees and outsiders) at regular Club
meetings. Their contact information have been added to the Club mailing list to be kept informed of future
meeting dates.
On October 24, 2018, the Club held an Open House event, "Propositions and Pizza. Twenty-three guests
attended; 11 were Central San employees and 12 were outsiders. No new guests have resulted from the
event.
During this period, Central San employee members attended an average of 50 percent of the time,
compared to 27 percent for outside members. The reasons most given for Central San employee
member absences were work conflicts associated with budget and construction seasons.
