We achieve this by providing high quality training, comprehensive workplace evaluation, quick incident response, hazardous materials management from acquisition to disposal, and by managing regulatory information. In order to maintain an effective District-wide Environmental, Health, and Safety Program, the Safety Workgroup understands that it needs the continued support and commitment of Central Contra Costa Sanitary District's (Central San) management and the participation of all of its workgroups. The Safety Workgroup will continue to work closely with both groups to foster and maintain this support. The recordable cases consisted of three lost time, two restricted work, and three medical only cases. There was a decrease from ten to eight recordable cases (-20%) from the 2017 calendar year (CY2017) to CY2018. The Safety Workgroup continues to encourage employee reporting of first aid only injuries/illnesses and near-misses. The Safety Workgroup uses this data to help identify and correct hazards in the workplace that could result in a recordable injury, as well as tailoring safety training to address these hazards. This is attributed to two injuries that resulted from the aggravation of pre-existing non-industrial conditions. The total number of restricted work days stayed relatively flat at 153 to 156 (+2%) from CY2017 to CY2018 (see Graph 3). The Safety Workgroup continues to concentrate on accident causation and directed training. These efforts have helped reduce the number of recordable injuries; however, the severity of Days Away from Work claims jumped from 2.2 days/claim to 30.9 days/claim, and restricted work days from 15.3 days/claim to 19.5 days/claim. Overexertion or Bodily Reaction 2. Contact with Object or Equipment 3. Slip, Trip, Fall, or Jump Graph 4 Mechanism of Injury/illness Slip, Trip, Fall, or Jump Contact with Object or 25% Equipment 25% r Overexertion or Bodily Reaction 50% The most common type of injury remains strain/sprain, which accounts for 75 percent of all injuries. The primary cause of these strain/sprain injuries is overexertion while lifting, pushing, or pulling that result in back injuries. Other strain/sprain related injuries are caused by slips, trips, or falls. None of the CY2018 injuries were associated with common activities, equipment, or procedures. The Safety Workgroup will continue targeting strain/sprain related injuries and will conduct training classes on overexertion, back injury prevention, and ergonomics in CY2019. The most commonly injured body parts in CY2018 were: 1. Hand 2. Back 3. Abdomen 4. Ankle 5. Shoulder 6. The rates vary from year-to-year due to the frequency and severity of the injuries occurring, and by the number of hours worked (exposure time). The recordable rate for CY2018 is 3.0, which is significantly lower than the CY2017 rate of 3.8, due to the lower number of recordable claims in 2018. Central San's recordable rate is well below the BLS rate for California's Sewage Treatment Facilities at 3.0 versus 5.4 (-20%), respectively. Additionally, both the Days Away from Work Rate and Other Recordable Rate are below the BLS rates. Central San's Restricted Time Rate is marginally lower than the BLS Restricted Time Rate for California Sewage Treatment Facilities, 0.7 versus 1.1, respectively. The Safety Workgroup sees this as an indication of the successful implementation of the Central San Return-to-Work Program that places employees back on the job with modifications or job reassignments, rather than resulting in lost work days. Previously, the Board of Directors asked how Central San compared to other industries. For this comparison, BLS rates were pulled for construction and utility systems for local governments. These local governments included cities, counties, community service Safety Program Annual Report Calendar Year 2018 7 February 19, 2019 Regular ADMIN Committee Meeting Agenda Packet- Page 82 of 97 Page 10 of 20 districts, and park and recreation districts who perform underground construction, road, facilities maintenance, and utility work. Central San's Incident Rate is nearly half the rate of the Local Government - Construction category at 3.0 versus 4.3, respectively. Additionally, the Days Away from Work Rate is significantly lower at 1.1 versus 1.8, respectively (-60%). It was also noted that the Local Government — Construction category does not offer modified or alternative job assignments at any measurable level. Safety Training The Safety Workgroup is responsible for assessing Central San's safety training needs, developing and coordinating safety training programs, and monitoring and evaluating the effectiveness of the programs. Vehicle Safety/Defensive Driving • First Aid/CPR/AED 2018 Safety Accomplishments In CY2018, the following Safety accomplishments were achieved: • Updated the Chemical Hygiene Plan Safety Directive. • Transitioned the Medical Surveillance Program to the Safety Workgroup. Safety Program Annual Report Calendar Year 2018 8 February 19, 2019 Regular ADMIN Committee Meeting Agenda Packet- Page 83 of 97 Page 11 of 20 • Spearheaded facility safety upgrades: ■ Fire System Upgrade for the Plant Operations Building, Emergency Standby Power, and Diesel Tank. ■ Gas Detection System Upgrade for the Solids Conditioning Building, Headworks, and Pumping Stations. ■ Fall Protection Improvements on the Solids Conditioning Building by installing handrails and purchasing a mobile anchor system. ■ New maintenance access road to the clearwell overflow structure. • Responded quickly to open action items within the District Safety Committee (the current timeframe for an open action item is less than 60 days). The District Safety Committee received 22 Safety Suggestions in CY2018: ■ 1 - First Level Award (High Frequency/Severity). ■ 6 - Second Level Awards (Low Frequency/Severity). ■ 15 - Work Order/Repairs (No Award Given). • Worked closely with Capital Projects to provide design reviews, submittal reviews, contractor orientations, and construction safety oversight. ■ Conducted 16 Contractor Safety Orientations. ■ Conducted 109 Design and Safety Submittal Reviews. ■ Attended 42 Construction Progress Meetings. • Central San departments and the Safety Workgroup conducted 326 Safety Tailgates. • Plant Maintenance completed 113 safety work orders. • Both Administration and Engineering Departments completed CY2018 with zero Lost Work Days. • Conducted chemical inventory and reconciled safety data sheets with our online repository, MSDSonline. 2019 Goals and Objectives for the Safety Workgroup • Continue improving customer service through: ■ Increased visibility in contractor project oversight/design reviews. ■ Participation in a greater number of tailgate meetings. ■ Attendance at additional manager and departmental meetings. ■ Increased job worksite and facility inspections. • Continue monitoring safety metrics, including both leading and lagging indicators to identify trends (incident reports, first aids only, near misses, inspection findings, etc.).
