3. Agenda Items
a. Receive update on utility conflicts during sewer construction projects,
including the Walnut Creek Sewer Renovations, Phase 12, District Project
8435
Mr. Lopez provided a brief historical introduction of this agenda item which
had been brought before the prior Committee. Staff is researching the
background of a utility conflict at the Walnut Creek project location with
review and possible reconciliation assistance from Risk Management.
He continued with the presentation included with the agenda materials,
providing an overview of the various impacts encountered during other
sewer projects. Ms. Deutsch and Mr. Mestetsky provided additional
insight into such incidents for discussion purposes.
Member Causey thanked staff for the update.
COMMITTEE ACTION: Received the update.
b. Receive Capital Projects Division Quarterly Report (October to December)
on capital projects, active consultant contracts, change order log, and
schedule of bids and awards
Mr. Lopez stated that, beginning this month, the informal construction bid
threshold under the California Uniform Public Construction Cost
Accounting Act (UPCCAA) (adopted by the Board in September 2018)
changed from $175,000 to $200,000. With that new threshold, some
project adjustments will be reflected in the next quarterly report. This
report provides the standard quarterly updates. He concluded by stating
the bids and awards table had not been updated with a schedule pending
coordination with other agencies but will be available in the next report.
Due to project bid schedule coordination efforts, Mr. Lopez requested that
an additional Engineering and Operations Committee meeting be
scheduled in the spring so that staff can provide the Committee with
project updates in order to stay-on or meet bid award schedules.
In reply to a question from Member Causey, Mr. Petit stated the
construction bidding for the Pump Station Upgrades - Phase 1, District
Project 8436 will be at the end of the calendar year.

C.* Receive update on Fiscal Year 2018-19 Mid-Year Capital Improvement
Budget
Mr. Lopez began by highlighting an update on Slide 2 of the presentation
and gave an overview of the remaining presentation components included
with the agenda materials.
He stated the presentation also included forthcoming projects and gave a
brief summary of the coordination efforts related to an upcoming sewer
renovation project in Danville.
Staff responded to project status inquiries from the Committee about the
projects identified in the presentation.

4. Announcements
a. Mr. Bailey announced that 62 applications have been received for the next
Central San Academy.
b. Mr. Petit advised that due to a recent boiler leak that affected equipment in
a Headquarters Office Building network closet, the Informational
Technology Division was able to quickly replace equipment as they had
some spare cards on hand.

6. Suggestions for Future Agenda Items
Chair Nejedly stated that he has driven over a number of manhole covers that
are not flush with the pavement. He requested that staff investigate the matter.
